The legislation, introduced to the Commons Tuesday, consist; largely of modified versions of previous programs that oper- ated during a decade in which the cost of new homes doubled. There are revived measures designed to help low-income families get homes, to assist in sprucing up old neighborhoods and to pay for another round of research with the avowed aim of reducing housing costs.
