Lethbridge Herald, The (Newspaper) - January 25, 1975, Lethbridge, Alberta 36 THE LETHBRIDQE HERALD January 25 Provinces must regulate foreign OTTAWA Immigration Minister Robert Andras said Thursday it is up to the prov- inces to regulate the practice of foreign doctors in areas of Canada where there is de- mand for them. He stated in the Commons that the federal government is limited to deciding only the access to Canada of foreign doctors and that Ottawa will have no part of ensuring that they stay in any particular area. "Whether a doctor stays in a certain place will be decided purely on the basis of provin- cial licensing and the minister declared. Marcel Lambert monton West) called "backward and restrictive" the recommendation of provincial health ministers, endorsed by Health Minister Marc Lalonde, that the im- migration to Canada of foreign doctors and medical students be restricted. Andras said he has agreed that where there is a low de- mand for doctors' services, this will be recognized as low demand in any other occupa- tion in deciding applications for admission to this country. He added that.his depart- ment will be guided by the ad- vice of the provinces on the matter and will lean toward dealing with applications on the basis of local demand. The question of access of foreign students to Canadan .universities, Andras stated, "is very much a provincial matter."
