In the spring of 1970 the On- tario committee on the healing arts recommended changes in health education, and the educa- tion commission reinforces that ith a recommendation that the professions be opened up to any- one who can pass the tests. The report suggests elimina- tion of degrees as the main method of certification and re- placement of them with tests to establish competence. These tests would be open to anyone, including para-profes- sionals such as technologists and nurses. They would have to take government-prepared courses in order to qualify for the tests. In addition, any professional should lave to pass a similar set of tests every 10 years to keep his licence. The report also recommends a major overhaul of profession- als' existing right to evaluate themselves and those who wish to join their ranks, aiul changes in tie rigid separation of profes- sionals such as doctors and their non-professional assist- ants. A "spectrum of practitioners" should be established in each profession which would include specialists, general practition- ers, para-ptofessKniali, techni- cians, assistaoti and aides. It suggests a steptadder of courses mat would allow per- sons in each group to move up to professional status. Refresher courses should be developed to maintain competence and these would be open to professionals as well.
