Delta hassle seen Alberta election issue By JIM POLING EDMONTON (CP) - The political storm that blew in from nowhere early last year over the W. A. C. Bennett dam's effects on Alberta promises to be a major provincial election issue this year. The dam completed in 1968 on the British Columbia end of the Peace River is drying up the 1,000-flquare-mile Peace-Athabasca rivers delta 600 miles downstream in northeastern Alberta, says Peter Lougbeed, leader of Alberta's Progressive Conservative Opposition party. He calls the issue "a clear case of Social Credit mismanagement" and promises heavy debate when the legislature opens Feb. 11. Also, the Conservatives will make the delta one of the top "five or seven" issues of the provincial election. Premier Harry Strom's Social Credit government has a mandate until early next year, but an election is expected in 1071. Social Credit has 55 seats in the legislature, the Conservatives in. The Conservatives contend that' Alberta should have received compensation from B.C. for damages to the delta and to the welfare of the 1,500 Indian and Metis people who llv� off its wildlife. "I can't see how Alberta is responsible in any way," says Health Minister James Henderson, who has done most of the talking for the government on the delta issue. He says it is B.C.'s dam, much of the delta is located in a federal park and two-thirds of the people affected at the delta settlement of Fort Chipewyan, Alta.,- are Indians-and the responsibility of the federal government. Mr. Henderson argues there is not enough evidence to support the contention that the dam is killing the delta. "The economic impact on these people has been vastly exaggerated. There's been a lot of effort at playing on public emotions." Says Mr. Lougbeed: "The people are Albertans. The provincial government has the responsibility to do what it can to improve economic and social conditions at Fort Chipewyan." A delta conference begins here Thursday. The two-day conference will discuss means of saving the delta's life by raising waiter levels. But Mr. Henderson says the floods of the Peace River are a thing of the past and studies should be directed at learning just how serious the ecological changes will be.
