Reaction to the bylaw proposed for the Upper Elk Valley, and the urgency of having control in that area and the adjacent area, most of the South Country, has made the board consider ways of show' ing residents what they hope to attain by zoning. The South Country zoning bylaw will likely take until March to be prepared. Director R. Lenardon of Femie has asked that films or other presentations be made to residents in the area before the bylaw's public hearing. A suggestion that such a presentation be made to residents in the South Country and the Elk Valley together in January was not supported on the grounds that it would cloud the issue of getting some action for the Elk Valh'/. The administrative staff of the Regional District of East Kootenay would be willing to set up such programs. They of- fered material to residents of the Elk VaUey but the offer was not accepted. Several board directors feel a program should be set up before sharp antagonism develops in the next zoning area.
