Until last summer sitting in a quiet restaurant talking shop over a bowl of steaming soup or having a drink or two at one of the better hotels was the regular noon-hour routine. Soup and drinks are still available, but talking about the office is on the way out because of competition from ravishing women dancing half-naked. And if wives have any complaints about the new routine, they can blame Rudy Tosto and Salvatore Acampora, owners of a downtown Italian restaurant. They started it all last July by hiring topless dancers to boost luncheon trade. Now, three restaurants are turning away hungry businessmen each day at noon as the cash registers ring out a happy tune. "Before, noon was a losing proposition," said Mr. Tosto in an interview. "Now we've started making the pennies like we didn't for seven years before." BOOK AHEAD Since the boom caused by bare busts started, Mr. Tosto has increased his staff to 28 from 18. The 140-seat restaurant is booked as much as one week in advance and travellers from out of town are beginning to write for reservations. Mr. Tosto said his restaurant wasn't designed for such things. Now that customers have so much more to look at, he's considering knocking out a room divider and plans to build a bigger stage and bar. Just as jubilant is Joe Blev-iss, a partner in another downtown dining spot. He watched his luncheon trade rapidly diminish when the competition brought on the girls. So, in October he retaliated and ordered some heavy ammunition of his own. "It's tremendous," he said. "It's more than quadrupled our business." Bill Wincure, the other restaurateur who jumped on the topless bandwagon in October, says he turns away people about four days a week. His 96-seat dining room used to be empty at 1 p.m. every day, but now patrons are eating more, more slowly and staying longer. All three restaurants offer luncheon menus at pre-topless prices. None has a cover charge - ironically-perhaps -and the owners agree that the idea is to pack the houses by not raising prices. The girls perform without tassels or pasties and have received the sanction of the morality squad. The Alberta Liquor Control Board, however, has restricted the topless shows to licensed dining rooms. Dancers are brought In through booking agencies and the girls say they can earn as much as $350 a week in Edmonton, but that includes doing night shows. "The guys are enthusiastic, but polite," says Snowi St. Claire of San Jose, Calif. "They'll applaud a lot but won't shout things."
