Lethbridge Herald, The (Newspaper) - January 9, 1975, Lethbridge, Alberta 12 THE LETHBRIDGE HERALD Thursday, January 9, 1975 m MITCHELL SHARP British system studied OTTAWA (CP) A 16- member Commons com- mittee led by Government House Leader Mitchell Sharp heads for London today on a 10-day trip to study procedures in the British Commons. The visit is the first step in study by the procedure com- mittee of possible reforms to streamline legislative proce- dures here. Included in the delegation are nine members of the governing Liberals, five Progressive Conservatives and two New Democratic Par- ty MPs. Prime Minister Trudeau has mentioned the British system several times as an example worth studying with a view to parliamentary reform, one of the govern- ment aims announced in the throne speech Sept. 30. Rills generally move more quickly through the British Commons than they do here, with time-limiting agreements applying to most items. Such inter-party agreements are not as com- mon here. In addition to seeing the British Commons in action, committee members are to meet Westminster MPs and officials of the House to dis- cuss such matters as how government spending es- timates are dealt with and handling of MPs' questions. The estimates have been a matter of controversy here for several years, with opposi- tion parties claiming they have inadequate opportunity to scrutirize spending plans by the various government departments. In recent years, the es- timates have been examined by standing committees, rather than by the whole House as was the practice previously. A modification was made for the 1974-75 es- timates, passed in October, with some departments' spending plans being examin- ed by the whole House. In Britain, a select com- mittee scrutinizes the annual estimates through subcom- mittees which provide detail- ed examination of about one- quarter of the departments each year. Gerald Baldwin, Conser- vative House leader, said dur- ing examination of the government's J974-75 es- timates that the British system gives the opposition even less opportunity for examination of government spending than does the method used here now. Mr. Sharp said during the throne speech debate that the British system of MPs giving written notice for questions they wish to ask the govern- ment is worth considering. MPs here can fire questions at ministers during the daily question period without giving prior notice.
