The Dominion Observatory was built in 1902, and the tele- scope installed in 1904. To- gether, they marked the entry of the federal government into the field of scientific research. Most of the work of tlie Do- minion Observatory now has been taken over by the National Research Council and its radio telescopes in various parts of the country. It was the country's prin- cipal astronomy research centre until 1918, when a 72- iitch reflector telescope was built in Victoria, B.C. But it still was used until recent years for some star time and other astronomical meas- urements. TORONTO (CP) Despite the economic slowdown, steel mills, furniture makers and banks plan to do more hiring this year. A survey by Manpower Temporary Services, a private firm, indicates 30.8 per cent of foundries and steel rolling mills plan to add to their payrolls in the first three months of this year. Nearly 25 per cent of the banks contacted by the firm forecast sizable increases in staff. Metals and metalworking manufacturers, furniture and fixture manufacturers also had plans for staff additions. The firm, which specializes in temporary help and business service, asked more than firms across Canada about their employ- ment plans for January, February and March. However, the over-all pic- ture was not as good as previous quarters. More com- panies were uncertain, waiting to see what the economy does before adding or reducing staff. Both the construction in- dustry and retail department stores planned significant reductions, following the nor- mal seasonal trend. Automotive parts manufac- turers were looking for more reductions as a result of a slowdown in the auto industry. According to the survey the employment situation looks most serious around the Niag- ara Peninsula, in Barrie and Kitchener, Ont. while St. John's, Nfld, Winnipeg, Man. and Edmonton, Alta., all have a very healthy outlook for work in the first quarter of 1975. Automobile insurance increase recommended TORONTO (CP) In- surance companies have been urged to increase premiums on automobile insurance early next year to offset rapidly ris- ing costs, including a 23-per- cent rise in auto-repair charges. The Insurers' Advisory Or- ganization of Canada (IAO) made the recommendation Picture yourself as second quarter millionaire BUY YOUR TICKETS AT MOST RETAIL OUTLETS THE WESTERN CANADA LOTTERY More lhan S750.000 in total prizes! 1908 lucky people will win! Ticket sales close January 15th. 1975 Preliminary Draw January 31st, 1975 Thursday in a statement. It urged an interim increase in premiums for physical damage and third-party liability coverage on all classes of automobiles, but not on motorcycles, motor scooters, mini-bikes, snow vehicles or all-terrain ve- hicles. The amount of the increase would be determined by each firm on the basis of its own findings but IAO said the aver- age "might work out to eight to 10 per cent." The organization, compris- ing 48 companies that conduct about 50 per cent of the general insurance business in Canada, does statistical analysis and suggests rate change. TORONTO (CP) A monthly report prepared by two real 'estate analysts predicts mortgage interest rates for housing built under the National Housing Act are likely to drop to between 10.5 and 11 per cent during the next year. Mac Campbell and Lu Bron of Canavest House Ltd. of Toronto said the Canadian prime bank rate may decline to eight per cent by mid-1975 if monetary authorities in Canada and the United States apply stimulants to ensure that an economic recovery- takes place in the latter half of the year. Last Aug. 30, the interest rate on direct, home-owner loans was raised to 11.25 per cent from 9.5 per cent. The current Canadian bank prime rate is 8.75 per cent. "Looking ahead real growth for Canada approaching three per cent appears a reasonable expecta- tion for 1975 in light of the federal budget and evolving stimulants to the housing sec- tor." the report says. The report predicts that as money conditions improve, in- stitutional lenders will again start supplying mortgage funds to the private building industry. ESTABLISH TIES TEHRAN, Iran and Gambia have decided to establish diplomatic relations at the ambassadorial level and will exchange envoys as soon as possible, Agence France-Presse reported Mon- day. Mrs. Marsii said Memphis International Airport will put a 'Happy Birthday, Elvis' greeting on its marquee and will announce over the loudspeaker every hour that Wednesday is .Presley's birthday. One local radio station is giving away one birthday cake every hour Wednesday, and several department stores have indicated they will put Presley's picture in a window display as they did last year.
