Networks inarch to public beat By DICK KLEINER HOLLYWOOD (NBA) Television is a business. It is a profit making enterprise, selling enter- tainment. It is not, nor does it want to be, a vehicle for social change. And that's why today's permissiveness is in some ways an em- barrassment. TV ex- ecutives insist that the medium has no intention of leading a broad social revolution. "TV can't says one network executive. "We merely reflect the moral attitudes of the country." What makes TV what it is is a combination of many factors; the success of cer- tain feature movies, the best selling book of the moment, successful magazines and records or plays. And, perhaps most important, the state of the world. TV networks res- pond to all those pressures and formulate their programming accordingly. But the aim is always to appeal to the largest possi- ble segment of the American viewing public. If their taste in movies and books indicate a desire to see cop shows, they get cop shows.
