(CP Con- struction of spur lines to serve Yellowknife and numerous other western Arctic communities will form part of a proposal by Foothills Pipelines Ltd. to build an all Canadian Mackenzie Valley natural gas pipeline. S. R. Blair, president of Foothills and its parent company, Alberta Gas Trunk Lines, told the Northwest Territories chamber of commerce here that Foothills will include the cost of constructing the com- munity delivery lines as part of the over all cost of the project. Later, in an inter- view, Mr. Blair es- timated the northern spur lines could cost as much as five per cent of the total construction bill, which will probably be about billion. He said that 'while Foothills would pay the initial cost of laying pipe to the doorstep of a community, ultimately the subsidizing of northern consumers in this manner would be paid for by southern Canadian users. Foothills is expected to file its application and support material with the National Energy Board and the department of Indian affairs and northern development this summer. Foothills' so- called maple leaf line would, initially bring only Mackenzie delta gas to customers in Canada. Canadian Arctic Gas Pipeline Ltd., the inter- national consortium also hoping to build a Mackenzie Valley pipeline, has already fil- ed its application. Arc- tic Gas is proposing to pipe Alaskan north slope and Mackenzie delta gas to markets in Canada and the United States. No promise to build spur lines to northern communities has been made by Arctic Gas. Oil firm's write-off in millions HOUSTON (CP) Inexco Oil Co. have announced it is writing off its investments in the foothills area of Alberta and British Columbia. The company said in a state- ment the write-off costs will amount to or 54 cents a share. Erving Wolf, Inexco president, said the firm wants to concentrate its efforts on company opertions in Louisiana, Texas and Wyoming. Mr. Wolf said the decision won't affect the 'company's other Canadian oil and gas properties, although no work is being done on them. He said the firm also was ending all future obligations it has with Shell Canada Ltd. to conduct additional exploration ac- tivities. Mr. Wolf said political and economic considerations, including the price received for oil and gas in Canada com- pared with the company's U.S. operations, were "significantly less attractive than when the contract was He said inflation also has substantially increased the cost of drilling wells in the foothills. Inexco had an agreement with Shell Canada to drill two foothill wells at a cost of about million. He said future contracts under the Shell agreement would have amounted to about million.
