NEW PACT NEW YORK (AP) The Writers Guild of America East and the three major radio-TV networks came to tentative agreement on a new two year contract yesterday. The contract would raise the pay of news writers at ABC and CBS offices in New York, Washington, Chicago and Los Angeles about 18 per cent from the present weekly plus experience and editor fees for radio and TV work. Promotion and continuity writers at the three networks affecting only TV in the case of NBC would get increases of about 16 per cent. The brief was presented on behalf of the orchestras of Quebec, Montreal, Toronto, Hamilton, Winnipeg, Calgary, Edmonton, and Vancouver, and the Atlantic Symphony based in Halifax. Most complaints centred on the Canada Council's freezing of grants to major performing arts organizations last year. Mr. F'aulkner announced that in the new fiscal year, starting April 1, council grants will be increased 38 per cent. An official of the council said Wednesday that the increased funds will be dis- tributed among all perform- ing arts groups, including the orchestras, but with extra funds going to live theatre. Symphony orchestras are expensive operations, but nearly all the expense is fees paid to musicians, since little is spent on backstage help and virtually nothing on sets, costumes and lighting during a performance. The brief noted that an or- chestra may employ 130 peo- ple or more directly, and money earned by them is returned to the community in their daily living purchases of goods and services. "It is a fact that no orchestra can exist on ticket revenue the brief said.
