It failed totally and in the West the conventional wisdom became that the oil weapon had been tried, it didn't work, and it could therefore be forgotten. But in the fall of 1973 the Arabs pulled their failed weapon off the shelf; this time it worked so well even the Arabs were surprised. Sunday, February 23, CTV producer Ken Lefolii looks at how oil has chang- ed the global balance-of power in the next Window on the World: The Oil Weapon. "There has been endless discussion of the oil crisis in the year since it blew up- Lefolii says, "but nearly all by Westerners concern- ed with how to get oil producing nations to drop their prices, and about how to use their money. Almost nobody has gone and asked the people of the Persian Gulf about these issues. But they set the prices. The money is theirs. Without their participation, there are no workable solutions. "So, in very simple terms that's what this documentary does. It goes and looks at the subject where it is happening." The history of the radical rise in the price of oil goes back to 1960. A handful of very small, weak and poor countries on the Persian Gulf got together and formed an organization called the Organization of Petroleum Exporting Countries. That name is now in the headlines con- stantly, but then they were almost totally ignored in the entire industrialized world. Throughout the I960's, OPEC was hardly noticed. Its meetings were seldom reported; it was thought to have no power. But in the same years the rate of oil consumption was going up, and up, and up. Tracing both the boycott and the price rise back to their sources, CTV's film unit lived with a young Saudi Arabian fighter pilot, entered the home of a Kuwait Investment banker who administers billions of the new petrodollars, went to the roulette room of the leading Middle Eastern casino, filmed the Shah of Iran across a screen of tanks and bayonets, and camped with Bedouin tribesmen on the desert outskirts of a man made oasis Window on the World: The Oil Weapon is produc- ed by Ken Lefolii with ex- ecutive producer Larry Hertzog.
