Lethbridge Herald, The (Newspaper) - February 20, 1974, Lethbridge, Alberta 36- THE LETHBRIOOi HERALD Wtdnwday, February 20, 1974 Could save million Games funding plan proposed EDMONTON (CP) Edmontonians could save up to million in interest charges on their share of Commonwealth Games funding by adopting a special five-year assessment, says Aid. B. C. Tanner. "We're being asked to go into debt for million and pay it back in annual instalments of over 25 the alderman said. "That's about million we'll have to pay back just three times what we borrowed in the first place." Instead, the city should adopt a special annual assessment from 1974 through 1978 to pay for games facilities in advance, he suggested. "It's simple. We go with a pay-as-you-go policy, get the money in advance and pay the facilities costs before the games in 1978." The city's share of 1978 Commonwealth Games costs has become a subject of some controversy, with the Edmonton Taxpayers' Association successfully circulating a petition calling for a plebiscite on the matter. City council has set March 20 for the plebiscite. Commonwealth Games organizers had asked Edmonton to hold the plebiscite as early as possible so another city could be selected should Edmonton decline to host the games. The plebiscite, forced through the collection of names on the petition, would authorize the borrowing of million by debenture to buy land and pay part of the costs of construction of facilities. Total estimated cost for capital expenses is million, with the federal and provincial governments each contributing one-third shares. Facilties required include a stadium, swimming pool, velodrome for bicycle racing, shooting range and lawn bowling greens. Aid. Tanner said he will present a motion to city council next Monday asking that two alternatives be included on the plebiscite. The first is to ask voters if council should raise the money by way of' a five-year special assessment. The second is to ask whether the ..Commonwealth Games Association should be requested to find another city to host the games.
