The paper, prepared as background for the party's general meeting March 17-19, says as much as 700 million bushels of wheat and feed grain would be tucked away at government expense on farms and released when prices have risen markedly higher than those paid to have it stockpiled. Such an ever-ready granary policy would give grain farmers security and protect buyers from unnatural surges in price. It would eliminate the need for the Liberal gov- ernment's two-price wheat program which 'guarantees farmers between and a bushel for all wheat sold for domestic milling. Although such a policy would keep grain prices up, the paper says consumers would benefit because they would be spared "the pressure of supermarket politics." Conservatives also would establish a floor price for grain that would increase with the cost of living and doing business in an effort to "achieve parity between grain producers and other segments of the economy." USE ACT The working paper adopts many of the same goals now held by the Liberal government. Suggestions aimed at stabilizing farm incomes and prices through expanded use of the Agricultural Stabilization Act resemble plans currently being incorporated into the Feb. 27 throne speech by the government. The Conservative paper and the current government both also advocate easier credit to young people interested in farming, increased farm re- search programs, and a number of new programs designed to ease the farm labor shortage. But the working paper says a Conservative government would make a number of specific changes in agriculture policy. The Canadian wheat board, for instance, would be je- vamped and run along the lines of a company. It would have an elected board of farmer-directors and be forced to change some operating procedures. Conservatives would also spend "at least million a year" finding ways to bring wild oats under control. "It can be done."
