Lethbridge Herald, The (Newspaper) - February 19, 1975, Lethbridge, Alberta U.S. spy had RCMP approval OTTAWA Warren Allmand said Tuesday a Florida man who spied on Maoists in Canada for the FBI did so with RCMP approval. The minister said in an interview that John Burton, 42, an FBI informer, came to Canada after the agency received permission from the RCMP. But he could not account for all the trips Burton alleges he made to Canada. Burton told the New York Times recently he posed as a Marxist for more than two years beginning in May, 1972, to infiltrate revolutionary groups in the United States, Canada and other countries. The Times said a housewife who did not want to be identified said she had worked in Canada and other countries collecting information for the FBI. Mr. Allmand said he does not know about the alleged trips of the woman and he cannot account for six of the 10 trips that Burton alleged to The Times he had made to Canada. But the minister said the RCMP has assured him that neither the Central Intelligence Agency (CIA) nor the FBI would risk sending agents to Canada secretly. Burton said in interview with The Times and a CBC radio program that his job was known only to a few people in the FBI. He said he formed a mock revolutionary group in Tampa, Fla., called the Red Star Cadre. Wednetday, February 19, 1975 THE LETHBRIDGE HERALD 17 Post office must be Crown agency OTTAWA (CP) The presi- dent of the Canadian Union of Postal Workers (CUPW) said Tuesday the post office must become a Crown corporation if union members are to have the right of free collective bargaining. "If the government doesn't accept these responsibilities there will be heightened strife in the post Joe David- son said in a news release. Creating the Crown corpor- ation would place postal work- ers under the Canada Labor Code rather than the Public Service Staff Relations Act which does not allow collec- tive bargaining for effects of technological changes, job classifications or job transfers. CUPW officials are schedul- ed tu present a brief to a special joint Senate-Commons committee Feb. 27, asking the government to allow postal workers the same rights as other Canadian union workers. "The right to free collective bargaining is the key to settl- ing the unrest and industrial strife in the post Mr. Davidson said.
