IG.-Tho barbers of Alberta havo prepared a bill and will submit it to tbo present session of the legislature, asking for a special license or degree for all barbers doing . business in the province. It is described as "an act regulating the quallUcations ot barbers .ind the situation, ot barber shops, to create a  board of eotaminers for the licensing of persons to carry on such practice, to insure the better education ot such practitioners, to provide rules regulating the proper sanitation of barber shops, schools and colleges, preventing the spreading of contagious diseases, thereby Insuring to the general pu1)l."c cleaner and better service." It Is provided, that it shall be unlaw-fnl^forany person to follow thc^ profession.of a barber unless he shall have lirst obtained a certificate .'s wing duly qualified. The bill provides for a board ot ex-�mlners to hold regular examinations In jCalgary, Edmonton and Lethb'ridge. The commission shall consist ot five, onfi to bo elected by the barbers and known as a commissioner. He shall elect four others, two master barl>er8 nd two Journeymen barbers. For some titlie past strong efforts have been made to secure a furlough for non-commissioned officers and men of the first contingent. It is now possible to secure for those veterans three months' leave ,to visit their faralllos in Canada. The privilege Is granted on the specific stipulation that the men return at the expiration -of that time'and that no extensions will bo granted. Already It Is said soven hundred havo'a^plled for the furlough. The men will be brought to Canada Just as rapidly as shipping 'faclllligs will peonlt.
