Farmers cannot be blamed for these increases despite the fact that they may benefit from them, he told the special 25-member Commons com mittee studying food prices. In fact, increasing costs of farm production should be passed along to consumers, he said in reply to questions from Harold Darrforbh (PC-Kent Essex). Mr. Whelan rejected any suggestions that a freeze be put on grocery prices, saying it would only make farm production drop and "in the long run, it simply would.not work." The agriculture minister appeared before the committee after Consumer Affairs Minister Herb Gray, who heard a barrage of opposition charges that the government was driving up food costs while lacking the desire or muscle to protect consumers. of the costs of the units which will allow schools to "enrich" their programs through the use of video-tape instruction and resource materials. He said schools will be able to record educational television programs at the time of broadcast and replay them later. The program is the "most significant" in the educational use of technological equipment since the education department provided television sots to schools in 1963, the minister said. The province also will establish a provincial videotape dubbing and library resource centre in Regina at an additional cost of $25,000, Mr. MacMurchy said. Ho said adults will be encouraged to use the new equipment through the Saskatchewan community college system now being developed. Rural schools will receive mere money under the new grant than their city counterparts. Rural districts will receive $1,811 to purchase one record - playback unit for every 750 students enrolled, while urban districts will receive the same amount for every 1,500 students, the minister said. Mr. MacMurchy said the grants could be the start of a more extensive system of educational televison in Saskatchewan schools. Farm bill may return OTTAWA - Justice Minister' Otto Lang told the Commons Tuesday discussions have been under way about bringing the controversial grain income stabilization bill back into the House. However, replying to questions raised by Alberta MP Harry Kuntz (PC-Battle River) Mr. Lang said there was yet no specific time or date for the bill's reintroduction. The bill was withdrawn by the government a year ago after vigorous opposition by Conservative MPs and an anti-bill mail campaign from farmers and farm groups. $256,250 in gutter DUESSELDORF (AP)-Gar^ bage collectors picked a satchel containing 820,000 marks ($256,-250) from a gutter.
