Lethbridge Herald, The (Newspaper) - February 13, 1974, Lethbridge, Alberta Wednesday, February 13, 1074 LETHBRIDQC HERALD 38 No Watergate under monarchy TORONTO (CP) The Watergate scandal has convinced some doubters of the value of a constitutions1 monarchy, former prime minister John Diefenbaker says. Anti-monarchists know 'no government could survive Wa- tergate crimes in Canada, he said in a speech prepared for a joint luncheon of the Canadian and Empire clubs. "They for the first under our sys- tem a prime minister would be driven out if even a scintilla of the relevations of Watergate had taken place in Canada. He would be out either by vote of the House of Commons or by action of the Governor-General as the Queen's representative." Mr Diefenbaker said the Queen, through the Governor- General, has far more than formal powers. These included the right to dissolve Parliament, to select a prime minister when no recognized leader clearly commanded a Commons majority, and to dismiss a government if it committed flagrant breaches of constitutional propriety. Airlines warned of threat WASHINGTON (Reuter) The United States government has suggested to American airline companies that they equip their aircraft with periscopes and flares to counter the threat of heat- seeking missiles fired by Arab guerrillas. The recommendation was contained in a secret message sent by the Federal Aviation Administration (FAA) to American airport and airline company officials last November but disclosed only -.this week. It cited intelligence reports that Arab guerrillas might have additional Russian-made SA-7 (Strella) ground-to-air missiles of the type Italian police found in the possession of militants near Rome's internatonal airport last September. Strella missiles, which can be fired from the shoulder, have an infra-red homing system that draws the rocket to the heat from an aircraft engine.
