Lethbridge Herald, The (Newspaper) - February 12, 1975, Lethbridge, Alberta Wednesday, February 12, 1975 THE LETHBRIDGE HERALD 5 RCMP wiretaps uncover evidence of subversion By STEPHEN SCOTT OTTAWA (CP) Wiretaps by the RCMP last year uncov- ered evidence of spying and other subversive activity, says a report from Solicitor- General Warren Allmand. The report, for the last six months of 1974, said the wire- taps were of value in detec- ting, and in some cases preventing, subversive ac- tivity. It said there were 339 war- rants issued to wiretap between July 1 and Dec. 31, and the average length of the taps was 143 the entire six-month period. The report is issued under terms of the wiretap law pass- ed by the Commons more than one year ago. It came into effect in July. The report says the RCMP is unhappy with wiretapping provisions it says hampers its fight against organized crime. But he also said the timing 'of the forthcoming Ontario provincial election would have a bearing on the conventior schedule. Mr. Meighen was launching a series of meetings with con- stituency associations to ex- plain the country's new election-expenses legislation. The meetings will be held across the country. He told the gathering that an agreement has been reach- ed with Ontario Conservatives to avoid any conflict between the leadership convention and a provincial election. There has been no announcement on an Ontario election although many observers feel it could be this spring or fall. Mr. Meighen stressed that Robert Stanfieid, federal Pro- gressive Conservative leader, has not formally relinquished the reins of leadership, and until he does no formal date or location for the convention would be set. Mr. Stanfieid announced after the 1974 federal election that he would step down as party leader. Mr. Meighen said nobody has come forward to contest the federal party leadership. He said a few names have been mentioned by the news media, but he suspects the persons involved were testing public and party reactions. wiretapping in criminal matters, says the report. The information on wiretaps under the Official Secrets Act gives no details of spying or subversion and Mr. Allmand would give no ex- planation to reporters. He freely admitted the report dealt with spying but when asked details, he said "I don't have to tell you that" un- der the law. The report said simply: "The warrants (to wiretap) issued did prove of value to detect, and in some cases to prevent, subversive activity both in the sphere of foreign intelligence activities directed towards gathering intelligence information relating to Canada and in the violent, terrorist or criminal activities directed towards accomplishing governmental change'in Canada or elsewhere." Many of those words were taken from the wiretap legislation. The report concluded: "The intercepts proven to be in- dispensable aids to investiga- tion and in supplementing, proving or disproving infor- mation derived from other sources." Mr. Allmand said wiretaps might discover information about terrorist activities but perhaps "not to the extent there was a criminal offence." They might help find people actively planning terrorism. Later he noted that the RCMP have said that com- paratively speaking espionage has diminished from the 1960s. In recent years the major threats had been extremist Arab groups, letter bombs sent to Canada, Canadians sending arms to Northern Ireland, Protestant and Roman Catholic extremists and American extremists. The Front de Liberation du Quebec (FLQ) had been "relatively calm in recent years." He said he might provide more details in answer to questions in the Commons and before "the Commons justice committee. The wiretap law allows the solicitor-general to permit bugging for national security reasons. Wiretapping for criminal investigation reasons requires judicial approval and police must show that other means of detection have failed. The report came down strongly against two sections of the wiretap legislation that were forced on Justice Minister Otto Lang by a ma- jority opposition in 1973. These are the provision that the victim of a wiretap must be informed of the bugging 90 days after the bug was removed, and the emergency provisions under which a judge can permit a bugging and delay hearing of reasons for it. until later. The report says many in the hierarchy of organized crime operate legitimate businesses as fronts for illegal financial pursuits. The report said it takes al- most as long to get an emer- gency wiretap approved as the ordinary kind. As a result, RCMP applied for only three taps in the six- month period.
