Lethbridge Herald, The (Newspaper) - February 11, 1975, Lethbridge, Alberta 14-THE LETHBHIDGE February Corporate investigator blends into office life VANCOUVER (CP) The game is cops and robbers, but the arena is different. Instead of back alleys and underworld hangouts, Inspector Bob Mullock's clients ply their trade in an atmosphere of boardrooms, good restaurants and inter- national air travel. Inspector Mullock is with the RCMP's commercial fraud squad in Vancouver. He blends unobtrusively into the corporate land- scape, a conservatively dressed man with a quiet manner and more than a passing acquaintance with accounting and law. His work is undramatic, nonviolent and often tedious, but the stakes are eases always run between and million. In his pursuit of swindlers and sophisticated book fiddlers, Inspector Mullock has "been to Australia, Switzerland two or three times, England all over North America." With commercial fraud, "it is not too often that we don't know who did says the inspector. The dif- ficulty is to decide what crime, if any, has been committed. Only failures "If people commit a crime and are successful it will never be he says. "It is only the failures we hear about." Inspector Mullock, who has. spent almost 25 years in the RCMP, all in British Columbia, generally works on up to half a dozen files at once. "Even with the most complicated (type of case) I would want to be satisfied within six months whether there was a crime in it and whether it could be taken to court. Even then there might be loose ends. "Usually it takes two or three months to seize documents and analyse them and get a CA (chartered accountant) to go through the records and see where you are going to .go. The exciting part is when you decide where you are going to go because you are attacking. "Then it is exciting that is, until you get to the courts." Inspector Mullock says the most tedious work in the case is preparing it for trial, especially for a jury trial. "If the case goes before a jury you have to prepare a case that a layman can understand. "We will set it out on charts so they can see what is going on. We will take each of the documents we have, copy them and number them. As docu- ments go in, the jury will get a ledger and they will have a lot of documents." Convictions for serious white collar crimes have resulted in jail terms of three to seven years, and because of the nature of the crime, these are usual- ly first offenders.
