ELY HeraM Staff Writer Four phone calls cost a young Lethbridge man last month, and they weren't even long distance. Miss Ambrose said the proposal was made to preserve the two-month summer holiday. The county is under no legal obligation to accept the recommendation from the local, but Miss Ambrose said she hopes the school committee will consider it The holiday is being considered to allow the Games committee to use school buses for transporting athletes. The nine-day break would also give students and teachers an opportunity to act as volunteers daring the Games the Lethbndge area, says be averages about 80 complaints of obscene or threatening calls a month. Investigating these complaints take up about a quarter of his time. Most of these calls are placed by juveniles, Mr. Richartson says. Some are done by people with psychological problems. Most recipients of such calls report them to the police, who in turn report them to Mr, Richardson. He co-operates with police in investigations Obscene callers are caught with the help of tracing equipment installed on the customer's line at the customer's request This equipment does not monitor the line, but enables AGT personnel to determine where the calls to the number being observed come from. "We only have so much Mr Richardson said "We have to be selective. We deal more with obscene and threatening calls than we do with nuisance calls" It's the heavy breathers that bother some customers, especially women, Mr Richardson said. But a person cannot be convicted of making an obscene phone can until obscene words are uttered. He can lose his telephone privileges, however. The best way to deal with prank callers, says Mr. Richardson, is to deny them an audience. It's the reaction that gives the prankster his "thrill" Mr. Richardson, a former RCMP sergeant spends the bulk of his time investigating long distance fraud. Calls will be charged to non-existent credit numbers, or to telephone numbers picked at random. People who are caught defrauding the phone company are given a chance to pay for their long distance calls, and are warned on the first offense. After that they face prosecution and suspension of telephone service. Mr. Richardson says a device has been invented which enables a caller to override automatic number identification equipment This lets the owner of such a device make long distance calls without being charged for them "But I understand these things sell for about on the coast" he says. "We don't have any problem with them in this area. "They're probably used mostly by people in the underworld, bookies and the like." Another form of fraud which Mr. Richardson investigates is the illicit installation of telephone equipment But this isn't too widespread in the Lethbridge region, either, he says A test originating from the telephone exchange can determine if someone has installed their own extension phone. The AGT Act is explained to first offenders and they are warned. irline president says city residents 'asked us9 Chamber seeks Whelan's By ANDY OGLE Herald Staff Writer The president of Pacific Western Airlines, said Thursday his company's application to extend Edmonton-Calgary airbus service to Lethbridge was not a retaliatory move against Time Air. In a telephone interview from Vancouver, Don Watson, said PWA's application to the air transport committee of the Canadian Transport Commission in Ottawa, to provide twice daily service to Lethbridge with Boeing 737 jet aircraft, was made in response to demand from a number of people in Lethbridge over the past three to four years. It was not possible until now to apply because of the agreement reached in 1970 between Air Canada, PWA and Time Air, Mr Watson said 'Lethbridge now open' "The basis of that agreement was that we would withdraw our application to serve the route if Time Air was restricted to an aircraft take-off weight of pounds (such as the Twin Otters now flown by Tune Air) and make a mandatory stop in Red Mr Watson said. Time Air has voided the agreement, Mr Watson said, by applying to operate a 40-passenger turbo-prop aircraft on a Le'hbridge-Calgary-Edmonton run "Therefore that leaves Lethbridge open to competition In a meeting of the Lethbridge transportation committee, made up of city council and chamber of commerce representatives, Thursday, Mr. Ross indicated this was true, that Time Air had voided the restrictive clause on itself in the 1970 agreement. But he presented the committee with quite a different picture of the current PWA application. Mr. Ross said he reached a verbal agreement with Mr Watson prior to Time Air's application in August to use a larger aircraft, in which PWA agreed to file only a token intervention against the application. Mr. Ross claimed PWA admitted in its intervention that even minimal jet service to Lethbridge by PWA would dilute Time Air's traffic and make it an economically unviable operation. 'Here's a little guy' He told the city committee that he believed PWA changed its mind about the intervention after the emergence of the energy crisis and Alberta's strong new role in the Canadian economic and political scene. "Since then he (Mr Watson) looked back and said here's a little guy trying to get a piece of the action I had better protect my Mr. Ross said "But by then it was too late to file another intervention with the ATC since there is a 30-day limit and his only alternative was to file the present application." Mr Watson, however, denied that PWA was trying to put Tune Air out of business and said Time Air had a good deal of support from Alberta Industry Minister Fred Peacock to develop some degree of competition with PWA's Calgary- Edmonton airbus. "We're not particularly afraid of that Mr Watson said. "Let me put it this way if the government was to come along with four 737's in competition we would be upset "But if Mr. Ross can swing it through his own means, then we have no strong objection. "But he has voided the agreement by doing it and that leaves Lethbridge open for competition." Mr. Watson said Mr. Ross seemed to be saying that competition was good on the one hand but not on the other Not real competition Mr. Ross and other Time Air officials have said that Tune Air would really be providing only an alternative to the PWA Calgary-Edmonton and not real competition because of the difference in aircraft used, (40-passenger turbo-prop versus 112-passenger jet) But Mr Watson said Time Air's three-times daily flight with a 40-passenger aircraft would be peak hour competition and take considerable business away from PWA. "Take 120 passengers a day away from us each day between Calgary and Edmonton and that's a be said. "It's not a question of retaliating against Time Air; it's a question of business. That's the name of the game." The entire debate leaves the question of increased air service for Lethbndge up in the air. Mr Ross said Thursday his application for a larger aircraft was two-to-three weeks away from a decision by the air transport committee. But if the committee decided to include PWA's application with his, it could be a year or even two years before a decision is reached Delays are caused by the large number of applications the committee deals with and the time involved in holding public hearings on them. Federal Agriculture Minister Eugene Whelan has been asked to more fully explain why he opposes extension of the Kenyon Field runway at the Lethbridge airport Mr. Whelan said in a recent letter to city economic development director Dennis O'Connell that he could not support extension of the Lethbridge air freight facilities at this time to specifically provide direct servicing of the Japanese Beef market "It appears that from an agricultural standpoint the returns would be minimal in relation to other needs for he said The minister from Ontario said any funds spent in support of the agriculture and food system must be invested in a manner that will most effectively support agriculture on a local, regional and national basis The Lethbridge Chamber of Commerce has sent a letter on behalf of its agri-business members asking Mr Whelan to clarify his non-support of proposals to upgrade the Lethbridge airport The city's transportation committee has been seeking support and statistical backing for the expansion to take to the ministry of transport A consultant's report in July recommended doubling the length of the main runway at Kenyon Field and upgrading of air terminal facilities. The potential of air- freighting Southern Alberta agricultural products, particularly beef, to Japan was said to be one advantage for expansion Standoff phones overtaxed East-west flight Also under discussion but still very much at the talking stage cnly arc attempts to establish an east-west airline service through Lethbndge, PWA as well as Air Canada and CP Air have been involved in discussions with the city's transportation committee concerning the possibility of establishing a Regina-Lethbridge- Vancouver route. According to Lethbridge transportation committee chairman Aid Steve Kotch, Air Canada is particularly enthusiastic about such a route The committee decided Thursday to take two steps concerning PWA's Lethbndge-Calgary application It will get a copy of application to consider a future intervention against the application, and will in the meantime go on record supporting Time Air's application and urging that it be considered as soon as possible. The committee thus added its voice to that of the chamber of commerce which sent a telegram of support for Time Air to Ottawa Wednesday evening Both groups as wefl as Time Air are contending that there has been no indication of public support for PWA service to Lethbridge. Trying to complete a -telephone call to Standoff cr the Blood Reserve ranks as one of the more frustrating experiences in recent telephone history. The problem, according to Alberta Government Telephones, is that the number of calls placed from the Standoff exchange is far in excess of what the equipment can handle. Phone service to the reserve was completed last fall and ACT installed five trunk lines to accommodate the expected traffic. Two additional trunk lines have now been added and the phone company is studying traffic patterns at the exchange to determine the need for new equipment Leo Van Vugt of ACT'S public relations office in Calgary, said in a telephone interview the study should be complete by month end. Mr Vugt said it is normal for a greater-than- average number of calls when phone scmce is first brought to an area "It's our experience that after the novelty has worn off, the number of calls will taper off" If that doesn't happen, AGT will install more circuits in the exchange as soon as weather conditions permit baryr.ig cable ;
