Not so for thousands of Israelis who still enjoy the world's cheapest source of sun. Roof-top solar heaters have been a familiar sight in Israel for almost two decades. If the energy pinch continues they might prove a boon in other countries, manufacturers pre- dict. An insulated water tank- boiler on the roof is connected to a glass-sealed framework of pipes below the tank at an angle to the sun. Cold water from the bottom of the boiler flows into the pipe system and is heated by the sun. The hot water flows up to the top of the tank for use in the house. Each boiler also is fitted with an electrical heating element for cloudy weather. Manufacturers say that so long as the sun shines the sys- tem will heat water to about 150 degrees. An estimated solar installations in Israel provide hot water to about one out of every five families. CONCEPT OLD The solar heater was devel- oped in the early 1950s soon after the Jewish state was formed, said Itzbak Tolkovsky, director of Tel Aviv's Mabua Co., Ltd., manufacturer of about half of Israel's solar heaters in 1973.
