T1J 3Z8 F16 Voluntary arbitration suggested OTTAWA (CP) A major railway union has suggested that perhaps voluntary arbi- tration could be used in future to resolve railway collective- bargaining disputes. The proposal is made in an editorial in the January issue of the UTU News, the publication of the member United Transportation Union. The un- ion includes trainmen, yardmen and enginemen involved in recent railway contract disputes. "Perhaps a voluntary arbi- tration system, with a fair- minded judge who has an in- sight to the complex problems of rail workers presiding, may the answer to the traditional long-drawn-out procedures of mediation, conciliation, strikes, and eventually intervention by Parliament to keep' the national railways the Editorial says. Labor Minister John Munro and other labor department officials have suggested that voluntary arbitration could be a solution to prolonged negotiations. Under this form of settlement, the parties could voluntarily submit issues to an independent party. The government officials made their proposals soon after, a compulsory arbitration award on Jan. 16 which gave rail employees basic wage increases totalling between 22 and 24 per cent during a two-year contract. Fringe awards increased the settlement even more. Mr. Justice Emmett Hall, a retired Supreme Court of Can- ada judge, was the arbitrator. He had been appointed after .Parliament ordered an end to a national rail strike last sum- mer. The Albert B. Grossman Management Co., which served as Miss Joplin's agent, brought the suit in state Court to compel I payment plus in interest. URGE COAL REVIVAL LUXEMBOURG (AP> The European Common Market has been urged to revive its rapidly declining coal industry to alleviate the energy crisis caused by the surge in oil prices. Energy Commissioner Henri Simonet says UK EEC should maintain current production levels, seek increased coal imports and offer better financial incentives to mine workers.
