T1J 3Z8 F16 Voluntary arbitration suggested OTTAWA (CP) A major railway union has suggested that perhaps voluntary arbi- tration could be used in future to resolve railway collective- bargaining disputes. The proposal is made in an editorial in the January issue of the UTU News, the publication of the member United Transportation Union. The un- ion includes trainmen, yardmen and enginemen involved in recent railway contract disputes. "Perhaps a voluntary arbi- tration system, with a fair- minded judge who has an in- sight to the complex problems of rail workers presiding, may the answer to the traditional long-drawn-out procedures of mediation, conciliation, strikes, and eventually intervention by Parliament to keep' the national railways the Editorial says. Labor Minister John Munro and other labor department officials have suggested that voluntary arbitration could be a solution to prolonged negotiations. Under this form of settlement, the parties could voluntarily submit issues to an independent party. The government officials made their proposals soon after, a compulsory arbitration award on Jan. 16 which gave rail employees basic wage increases totalling between 22 and 24 per cent during a two-year contract. Fringe awards increased the settlement even more. Mr. Justice Emmett Hall, a retired Supreme Court of Can- ada judge, was the arbitrator. He had been appointed after .Parliament ordered an end to a national rail strike last sum- mer. Litter law 'only looks good9 TORONTO (CP) Resi- dents of suburban Etobicoke can be fined up to if their dogs litter parks in the com- munity, but Mayor Dennis Flynn said the bylaw "only looks good on paper." Mr. Flynn, commenting Monday night after council passed the bylaw, said dog control officers cannot patrol parks effectively and he doubted a private citizen would be "conscientious enough to give up his time to appear in court and press charges against the dog owner." "Besides, it's hard to imag- ine a judge who'd make someone pay for a thing like he said. Janis Joplin's manager sues for her insurance Bridge Restaurant. Call JACK WYATT M.LS C70S8-TI NEW YORK (AP) The beneficiary of a life insurance policy left by singer Janis Joplin is suing to collect because the insurance company, contending the late rock star committed suicide, refuses to pay off. The Albert B. Grossman Management Co., which served as Miss Joplin's agent, brought the suit in state Court to compel I payment plus in interest. Miss Joplin was found dead in her Hollywood apartment Anti-bomber batteries to be cut WASHINGTON (Renter) The Pentagon announced Monday it win .ckne down virtually all anti-bomber missile batteries in toe United States and sharply reduce the number of bomber interceptor squadrons. The curtailment of U.S. air defence units, the Pentagon said, is tied to the Strategic Arms Limitations Treaty with' the Soviet Union and the less- ened likelihood of an attack by Soviet bombers. Defence Secretary James Schlesinger ordered the phase-out of 48 Nike Hercules missile operated by regular army anils and 27 by the army National Guard-between April, If74 and June, 1975. He also ordered a cut in aerospace defence interceptor squadrons from 27 to 20 with a total remaining force of 3K aircraft. Oct. 4, 1970. Los Angeles 'County Coroner Thomas Noguchi later said she died of an overdose of heroin but she wasn't trying to commit suicide. Noguchi based the 'determination on a "psychological autopsy" by behavioral scientists who studied Miss Joplin's life- style, traits and moods by interviewing her friends, relatives and fellow musicians. Court papers filed here say the Associated Indemnity Corp. contends the overdose injection means the singer took her own life, and as a result it does not have to pay on the policy. The San Francisco-based in- surance company also says Grossman Management Co. failed to state the singer had been in hospital when it ob- tained the policy. If the company had known this it would not have issued the policy, the papers said. The case will be decided by a jury when the trial starts next week. URGE COAL REVIVAL LUXEMBOURG (AP> The European Common Market has been urged to revive its rapidly declining coal industry to alleviate the energy crisis caused by the surge in oil prices. Energy Commissioner Henri Simonet says UK EEC should maintain current production levels, seek increased coal imports and offer better financial incentives to mine workers. Coal production hi the com- mon market has been declin- ing since the 1950s, declining to 271 million tons in 1972. ;
