That's one of the lessons he said he learned in Cyprus, where I spent hours negotiating over one sandbag." Maj. Eastwood is the leader of one of three teams set up by the International Commission for Control and Supervision (ICCS) to supervise prisoner-of-war exchanges or releases. The teams were put on two-hour standby at 8 a.m. Saigon time today, and the latest report is that the first prisoner release will come Saturday. A Canadian spokesman said it was also rumored that the first prisoners to be released would be about 10 U.S. PoWs held by the Viet Cong in the An Loc area, about 60 miles north of Saigon. "We're ready to go anytime," said Maj. Bill Freeman of Belleville, Ont. "We have been since we got here more than a week ago." He said the six Canadians on the three ICCS PoW teams are equipDed to stay in the field for five days at a time without anv resupply. MAY BE IN JUNGLE "According to the protocols signed in Paris the PoW teams will go to the prisoners' last place of detention," he said. "This could be five miles back in the jungle." The troops carry sufficient food for five days, plus a medical kit.
