Eng Deputy minister of Public Works F2 Kennedy raps rule in Chile From AP-Reuler WASHINGTON (CP) Senator Edward Kennedy (Dem. Mass.) has called for "a sharp reversal in American policy toward the Chilean junta." He urged President Nixon "to condition any United military economic assistance on the junta's respect for human rights and progress in the restoration of constitutional government." Kennedy, chairman of the Sendate judiciary subcommittee on refugees, said the Nixon "administration, in its growing support of the junta, has conveniently dismissed the continuing violations of human rights by labelling them as an internal matter of Chile____" Kennedy said the state department has confirmed reports that thousands of people were killed in Chile during the September coup against the government of the late president Salvador Allende. He added: "More than four months after the violent overthrow of the Ailende government, the junta apparently continued its gross violations of human rights." "Reports in many including our own government as well as the "most respected international humanitarian or- continued repression, the dental of safe-conduct passes to many political refugees, new waves of arrests, the torture of prisoners and executions at an alarming rate." He said this in releasing a partially-censored version of a Jan. 28 state department letter replying to a series of questions he submitted to department about the Chilean situation.
