For several years, in an annual booklet setting forth Academy rules for the conduct of the Oscar balloting, the Academy's Board of Governors has stated its policy against promotions and excessive advertising intended to influence Academy voters. According to the Academy Board of Governors, these promotions have included gifts to voting members of the Academy and blatant excesses in extolling the merits of film achievements in heavy advertising campaigns in trade publications.
