B., Dec. an in- terview the Hon. Win. Pugsley stat- that representatives of two great English concerns have lately consult- ed with him in reference to dry docks and expressed a desire to build one in St. John. air. Pugsley expressed the opinion however that in asking an increase of subsidy to four per cent., too much was wanted. He ad- vised that a strong effort be made on the part of the citizens of St. John to secure a dry dock and ship building plant. Referring to the government j naval policy, Mr. Pugsley said no' agreement had been reached with the British admiralty and the scheme to be brought down would be in the interests of Canada and the Empire. RAILROAD OFFI- CIAL INSANE Philadelphia, Dec. H. Bail, second vice. president and gen- eral freight traffic manager of the Philadelphia and Reading Railway Company, became violently insane to- day in his office in the Reading ter- minal, the company's big office build- ing, and after a struggle was remov- ed to a hospital for insane. Police- men hastily summoned found Mr. Bail on the floor of his office. They hand- cuffed him and held him down by aid of private policemen and rail- road officials he was taken from the building struggling and trying to re- lease himself from those who held him, and was conveyed secretly to the hospital. No information has been given out at the Reading office and the facts in the case were learned from the police. It is believed that over work is the cause of Mr. Bail's breakdown. Bail was recently appointed second vice president. He was con- sidered one of the greatest experts on freight traffic in the country. He had been with the Reading company a long time and rose from the ranks. him Pcnver Stations at Various Points Melbourne, -'Dec. conclu- sions reached at the recent confer- ence on the subject of a wireless "sys- tem in the Pacific were made known today. Representatives of the Brit- ish admiralty' of Australia, New Zea- land and the Fiji Islands shared in the discussion the result of which was a recommendation that high power stations be established at Syd- ney, Doubtless Bay, New Zealand, Suva, capital of the Fiji group, and Ocean Island and medium power sta- tions in New Hebrides and Solomon Islands.
