Ford said the head of the general services administra- tion "will move promptly to obtain complete possession and control of the tapes and materials." He defended his actions as an attempt "to protect both the records themselves and the legal rights of all parties involved." "It is my understanding of the intent of the Congress that this act will provide the former president and others; with the opportunity to litigate any right or privilege which may be asserted Tele-- vant to the tapes or Ford said in a statement. He said he would appoint members of a public docu-' ment commission, established by the new law, to draw up rules governing the documents of all federal of- ficials. The measure is designed to prohibit destruction of the tapes and papers and to assure they are made available to the courts and public in the interest of learn- ing the full story of Wa- tergate. Under the Nixon-Fo'rd agreement, which was an-; nounced at the time Nixon was granted a pardon, the former president could :haVe ordered any of the documents destroyed if he determined, they could be used to harass anyone. The agreement also called for destruction of the tapes in 1984 or upon Nixon's death, whichever was earlier. Soviet budget adopted MOSCOW (AP) Soviet parliament unanimous- ly adopted the government's 1975 state budget and economic plan today. The blueprint for the last year of the current five-year economic plan calls for a 6.5- per-cent increase in national income and a production schedule emphasizing heavy industry. The budget forecasts reve- nues totalling 208.6 billion rub- les and expenditures totalling 208.4 billion, with a surplus of 187.8 million. U.S. may have aided Egyptians TEL AVIV (CP) The United States was on the verge of relieving the encircl- ed Egyptian Third Army in the Sinai desert during last year's Middle East wary former Israeli defence minister Moshe Dayari said here Thursday night. Agence France-Press said Dayan was addressing a group of lecturers at the Bar Han 'University. A lecture he was ;due to give to the public was abandoned when he was shouted down demonstrating parents who lost sons in the fighting. Some of them shouted "Dayan for Dayan said Israel was forc- ed by the U.S. to allow Egypt to send food and water supplies from Cairo to its Third Army, which was cut off in the Sinai after Israeli forces crossed the Suez canal at the height of the fighting.
