Lethbridge Herald (Newspaper) - December 17, 1971, Lethbridge, Alberta Friday, December 17, 1971 - THE IETHBRIDGE HERALD - 19 "FANTASTIC" - "Fantastic" was the first word Ronald Sbatford, 39, said as he walked out of jail in Toronto and greeted his wife, Rita 35, after being released from custody on $500 boil. Shatford, who was serving a 15-year sentence for a robbery he claims he did not commit, had a new trial ordered for him by Justice Minister John Turner after the Supreme Court of Canada had decided not to hear Shatford's appeal against the conviction. Henning faults 1 bikini set new government EDMONTON (CP) - W. P. Henning said Thursday lie has resigned as chairman of the Alberta Alcohol and Drug Abuse Commission because he could not wait indefinitely to have the commission's role confirmed by the provincial government. Government buys banned submarine NORTH VANCOUVER (CP) - International Hydrodynamics Co. Ltd. confirmed Thursday that the Canadian government has bought the miniature submarine it forbade being exported to Russia. Allen Trice, a director of the manufacturing company, said that under the agreement, "signed by two of our directors," the government agreed to pay the same price-about $2.04 million--as the Russians and already has made a down payment. The federal government, on grounds of national security, revoked the company's export licence Dec. 1 and Mr. Trice said he did not know what would happen about the contract with Russia, which he had described earlier as "firm and binding." He said he hoped the govern' ment would be able to smooth it ail out. "I don't know what's going to happen, but I hope we can part friends," he said. "They may be a good customer in the future." Mr. Trice said the mini research sub likely will be used by scientists in the fisheries of mines and resources department. Mr. Henning said legislation establishing the commission in 1970 clearly states the role the comimission should play but "this was never supported in actual fact by the previous government nor this one to date." There was a change in Alberta's government when the Progressive Conservatives defeated the 36 - year - old Social Credit administration in the Aug. 30 provincial general election. NO MANDATE Mr; Henning said there is' a definite need to start programming throughout the province "but without a clear mandate from the government and public support of the commission we have been unable to move." "For the last year and a half the role of the commission has been that of bearing the brunt of the major abuse and criticism with regard to treatment, education and preventive services for drug addiction and alcoholism and I find this very frustrating and cannot wait indefinitely to have our mandate confirmed by the new government." Mr. Henning said members of the commission staff "have been living in a state of indecision for almost two years and I feel that we cannot ask these people to put forth any more of the type of effort that they have heen doing for any further length of time." He faulted Neil Crawford, minister of health and social development, for his assessment as to where the situation fitted on the department's priority list. Sizes S.M.L. Red, White, Navy.
