Lethbridge Herald, The (Newspaper) - December 15, 1971, Lethbridge, Alberta Will deal with bill weighing one pound December 15, 1971 THE LETHBRIDGE HERALD _ British parliament to cope with huge addition to routine legislation By IVOR BUOWN {London Observer News Service) LONDON During tlic coming year llie British Parliament will be coping with a huge addition to its normal routine of legislation. Before the probably bewildered Members is a vastly complicated measure, the Local Government Bill. So long are its clauses that the printed text weighs one pound. The mass of proposals is typical of today's confusion of policies because thev w o u 1 d impose drastic alternation when the conservation of old things is being vigorously urged. Old buildings, we are told, must not Ire pulled down, but old customs, loyalties and institutions can and will be Uic Bill becomes an Act. England has long been divided into "10 counties, some very large, like Yorkshire and Lancashire, and some very small like Rutland. Within them there is a network of elected bodies, county councils, town councils, urban and rural district councils and tiny parish councils. Most people do not about the elections of their members. About 110 per cent of voters go to the polls at a General Election, which may mean a change of national Government, but when the members of local authorities are being chosen only 25 pel-cent take the trouble to vole, and often not as many as that! The cluster of councils with various and overlapping is generally admitted to be an administrative mess. Both the big political parties agree that there should be fewer councils with stronger and clearly defined powers. That sounds reasonable. In effect, it will probably mean more power to the local politicians and the civil servants. A complex measure designed to improve the working of democracy to leave the man-in-the-strcet wondering what is being done over his sorely-confused head. The leading statesmen, Conservative or Labour, talk loftily about the splendours of self-government. But in practice they are little concerned with the opinions and liberties of the millions of separate selves. Having got their votes to care about their views. Both parties are eager to tidy up local government. There is to he no conservation here. The Labour Opposition will vote against the Bill, but only because the measure docs not go far enough in tidying up. Tha demand is for oven more clearing away, of historic and traditional thing's. That means the nhnlitinn units of administration and tin- removal of old boundaries. Some of the counties will disappear. In the financial world "mergers" arc the trend.
