Lethbridge Herald, The (Newspaper) - December 15, 1970, Lethbridge, Alberta _ 1HE UTHBRIDGE HERALD December 15, Offshore minerals Boars' says Nova Scotia premier JL Gerald Regan say Speaking at the christening ceremonies for Swlco I, ;t scmi- subraersiblc drilling rig built here for Amoco Canada I'ctro- I leutn Co. Ltd., the premier re- Hands tied behind backs PHNOJI PENH (CP) The bodies of Cambodian troops shot through (lie head and with their hands tied behind their backs have been found in the Mekong River, a military spokesman said today. The bodies have been found near Prey Tolling village where guerrillas are trying to capture government troops in the area 38 miles northeast of Plmom Penh. Fighting there is continu- ing for the third day, the spokesman said. The spokesman said the bod- ies apparently came from Peam Chikang, a village eight miles south of Prey Tolling. A North Vietnamese regiment attacked the town eight days ago Cambodian troops with uir support still held Prey Tolling today. The road to die provin- cial capital of Kompong Cham on the Mekong river 50 miles northeast of Phnom Penh was still blocked by the fighting at Prey Totung. The Communists apparently control stretches ot the river between the Cambo- dian capital and Kompong Cham. ferrcd to the oftshore mineral rights as Nova S'cotia's re- source. "I've said all along that the minerals off the coast of Nova Scotia belong to this the premier said. He referred to "our" mineral righls and said it is a matter of disputed jurisdiction. "We feel very strongly on the he said. Similar positions were taken the past by former Conserva- tive premiers G. I. Smith and Robert Stanfield. Nova Scotia has long argued that there is a precedent for provincial claims of ownership submarine coal mines in Cape Breton. Royalties on coal mined six or seven miles out under the Atlantic off Glace Bay and Sydney Mines have al ways been paid to the Nova Sco- tia treasury with no federal claims on them, the province has said. Mr. Kcgan, Liberal opposition leader until the Conservative government's defeat in the Oct. New TV outlet for Saskatoon OTTAWA (CP) The Cana- dian Radio-Television Commis- sion today announced approval for the CBC to set up a new TV station in Saskatoon. In addition, the CRTC ap- proved a CBC application to construct rebroadcasting facili- ties in Stranraer, Sask., to carry programming from the new Saskatoon station. The commission said the new station would be operated as part of the CBC TV network. Licences for both operations extended to March 13 provincial election, said while in opposition that rights to oil, natural gas or minerals in off- shore areas properly belong to the province. in recent campaign speeches the premier said "a Liberal government would be prepared to go to court to obtain the off- shore mineral rights." This is one way that the prov- ince can overcome regional dis- parities, hr- ?aid. The speech from the throne Inst week said that Mr. Regan's government will establish a pol- icy on oil and natural gas explo- ration with the aim of keeping the maximum benefit of oil and gas discoveries in the hands of Nova Scotians. To tlu's end, a petroleum administration divi- sion will be established within the appropriate department, possibly the proposed depart- ment of economic growth. Mr. Regan said the offshore regions of the province would be "considered the province's hin- terlands." He said that the Supremo Court of Canada had ruled thai offshore mineral rights on the West Coast belonged to the fed- eral government rather than the province of British Columbia. He felt Nova Scotia's case Was different and that a court ruling on offshore mineral rights might well go in favor of the province.
