In this sense, the initial index represents a value judg- ment because the figure is closer to the deteriorated en- vironment than the perfect en- vironment, Dr. Inhaber, a physicist, said in an in- terview. The method by which the in- dex was devised is described in a recent seven-page article in Science, one of the world's leading science journals. Dr. Inhaber said Canada is the only country he knows of with such an index. While an index value of 0.74 is difficult to grasp, a lower or higher value for any subse- quent year in which the index is calculated would mean that, on average, environmen- tal conditions are getting better or worse, respectively. Dr. Inhaber said he couldn't predict whether the index will rise or fall in future. In- dications were that air quality was improving but other aspects of the environment were uncertain. He is working on the next in- dex and predicted it will be ready in six months. The initial index of 0.74 was prepared from national en- vironmental data ac- cumulated during 1971 and early 1972, a lag accounted for by a lack of manpower and resources for the project, said Dr. Inhaber. However, it was expected more effort would be funnell- ed into the preparation of future index values, and that the values would become more reliable with improved data and calculation methods.
