Alberta gets one more seat WINNIPEG (CP) Does labelling toilet facilities in city buildings "men" and "women" constitute illegal sex discrimination'7 Mayor Steven Juba has ask- ed the city's legal department to determine whether the signs are a violation of the Manitoba Human Rights Act He said citizens both men and women have been pos- ing the question in calls to his office OTTAWA (CP) The gov- ernment's proposed redistribution bill received committee approval Thursday with amendments which give Alberta and British Columbia one more seat each than was originally planned With the amendment, the possibility of a filibuster by some western Progressive Conservatives faded and Howard Johnston (PC Okanagan-Kootenay) said he expects the bill to move smoothly through third reading in the Commons The bill would add and re- distribute seats in the 264- member House, based on the 1971 census Ontario's' 88 seats would rise to 95 by the next federal election, expected in 1978 Quebec's 74 would be increas- ed to 75, B C 's 23 to 28 and Alberta's 19 to 21 Saskatchewan and Manitoba each would gain one seat for totals of 14 and New- foundland, Prince Edward Island, Nova Scotia and New Brunswick would remain constant at seven, four, 11 and 10 seats respectively The Yukon would be held at one seat while the Northwest Territories would gain one for a total of two Another amendment provides for a review of the redistribution system in 1979, at which time the Commons could decide to scrap a provi- sion that would add four seats to Quebec's representation each census, with proportional adjustments for other provinces Government House Leader Mitchell Sharp said the provi- sion is designed to act as a brake on expansion of the number of ridings However Harvie Andre (PC- Calgary Centre) said he fears it will have exactly the opposite effect Quebec's pop- ulation growth was nearly static and if this trend con- tinued the "Quebec plus four provision would have a multiplier effect on rep- resentation of fast-growing provinces, CANADIAN EXTERNAL AFFAIRS MINISTER ALLAN MacEACHEN, RIGHT TALKS WITH BELGIUM FOREIGN MINISTER RENAAT VAN ELSLANDE AT BRUSSELS NATO urged to 6hang tough' Meet a proud Canadian.
