AG Case Closed Staff fairly treated OTTAWA (CP) - Conflict between the government and Auditor-General Maxwell Henderson boiled down to a question of status in testimony given Tuesday by Treasury Board President C. M. Drury to the Commons public accounts committee. "Apparently there is not agreement from the auditor-general as to what particular benchmarks should be used to determine the salaries paid to certain members of his staff,' Mr. Drury told the committee. As for himself, he told reporters later, he considers the ease is closed although the committee may want further evidence that Mr. Henderson is being treated fairly. The minister was called by the committee following charges by the auditor-general, the watchdog over federal spending, that treasury board has downgraded the positions of senior officers in his department. JOBS RECLASSIFIED Mr. Drury told the committee that 27 of 143 positions in the auditor-general's office were "red-circled" by the treasury board in 1969 following a reclassification of jobs in the public service for purposes of collective bargaining. "R e d -c i r c 1 i n g" means a freeze on salary increases fo employees who are paid more than limits established for their new job category. The freezes are relaxed when salaries of other employees in the category catch up. But the transitional procedure has been a cause of concern for federal workers and their unions. One touchy issue has been the "benchmarks" through which treasury board determined what jobs in the public service should be lumped together. Benchmarks are used by surveyors to mark points equal in level. In the government service, the marks are ones used to determine equality of jobs performed-for example for an accountant in the auditor-general's department and those in other departments. Mr. Drury said reclassification of the auditor-general's staff was reviewed twice by an independent committee specifically to avoid criticism that the government was attempting to undermine one of its most constant critics. The minister said there was less red-circling in Mr. Henderson's office than elsewhere in the public service. Only 18.1 per cent of the positions were frozen compared with red-circling of 95 per cent of the auditors in the department of consumer and corporate affairs. GET LUMP SUM Further, those whose pay was frozen are to receive a lump sum of one-half the increases won in collective bargaining for those colleagues who are catching up. Negotiation for a new contract with public service auditors began July 1,1970, and is continuing. Mr. Drury's assurances that the auditor-general's men have been treated as other members of the public service did not win support from some Conservative MPs on the committee. George Hees (Prince Edward-Hastings) told reporters the government's actions add up to a "put-down of the auditor-general." Mr. Henderson's auditors, Mr. Hees said, have higher qualifi-cations than others getting equal pay. The same feeling was expressed by Mr. Henderson himself before the committee last week. He maintained that the 27 positions which were red-circled represent the core of his staff and involve men with more extensive knowledge and training than excise or income auditors with whom they had been grouped.
