New air agreement is expected By BOB DOUGLAS OTTAWA A new Can- ada-U.S. air agreement is ex- j peeled to be concluded in the I next round cf talks beginning Tuesday in Washington. Apparent seUlemcnt of the simmering customs pre- clearance dispute last week has improved prospects for agree- ment on new routes for airlines in the two countries. The pre- clearance pact is linked to a fi- nal accord on routes. The U.S. is understood to be willing to make enough con- cessions on routes to Cana- dian approval. Informed sources say that a new route to Texas and an im- proved offer on a proposed To- ronto-San Francisco route could be enough to wind up the talks. The Toronto-San Francisco run was placed on the table by American negotiators in recent Ottawa talks. Canadian representatives objected to U.S. insistence that a Canadian air- line could net start using the route until 1980. T w o American carriers. American Airlines and United already operate be- tween San Francisco and To- ronto and v.ould face com- petition from a Canadian airline 'if the new U.S. proposal is ac- cepted. TEXAS ROUTE OFFERED Washington is reported ready to offer a Toronto-Houston-Dal- las route when the next round of discussions begins. There is heavy pressure from Canada for a Calgary-Dallas- Houston service. Transport Min- ister Jean Marchand has as- sured Western MPs in the Com- mons that Canada places great importance on direct service from Calgary and Edmonton to the U.S. Mr. Marchand has also said the government is pressing strongly for routes between Vancouver and Los Angeles and Winnipeg and Chicago. sources say Ottawa will obviously have to set aside some of its demands to get an agreement. On the U.S. negotiators have been asking for Chicago- Vancouver-Honolulu access to Alaska tlirough Canada from the continental U.S. SETTLE CUSTOMS ISSUE The customs predearance Js- sue is likely to be settled finally wlien agreement is reached on the new routes. Discussions in Washington yielded tentative agreement to extend U.S. customs pre- clearance facilities to more Ca- nadian cities and to permit Ca- nadian customs to establish services in U.S. airports. t.Ir. Marchand announced in 1 April that U.S. customs pre- dearance for passengers going to the U.S. from Canada would i be ended July 29. He later ex- tended the deadline to Sept. 10. He argued that predearance works to the advantage of U.S- carriers while hampering oper- ations of Canadian airlines. But. the transport minister said that predearance might be restored if Washington is mil- ing to allow Canadian customs predearance in the U.S. Canadian charge denied PARIS The naval high command here expressed Tuesday at statements by the crew of the Canadian nuclear-protest yacht Greenpeace HI that they were attacked by armed French sail- ors when the yacht was seized recently in the south Pacific.
