He says one of these was diplomat Mikhail Murnikov, later sent back to Russia by the Canadian government. Dr. Dotsenko says in his letter the Soviet system "breeds corruption and degradation." He charges the system lacks humanitarian ideology and is dangerous to world pence because the "military often dictates what should be even to Ihe party." He says that to succeed one has to inform on friends, co-workers and make constant compromises with integrity. Dr. Dotsenko also accuses the Soviet Union of anti-Semitism and says many Jews in the country "are afraid to admit their national origin." Dr. Dotsenko says the Soviet Union has refused to recognize his decision to remain in Canada. In the letter, Dr. Dotsenko, 42, demands the renunciation of his Soviet, citizenship and says he wants to leave the Communist party. Former head, of the nuclear laboratory at the University of Kiev, Dr. Dotsenko asked for asylum in Canada in 1967 while attending the University of Alberta as an exchange student. He says in the open letter that the KGB, the Russian Eficret police, influence all aspects of life in the Soviet Union, and even gave him a vague sort of mission while he was attending the University of Alberta. PROMISED REWARD He says the KGB had asked him to penetrate the western scientific community while in Canada, and he would be rewarded for doing so, possibly with a Nobel Prize. Dr. Dolsenko says the Russians claim to be able to influence the Nobel awards. The nuclear physicist is in Canada on a minister's permit, which is renewed each year. He has been unable to get landed immigrant status, and as a result has encountered trouble finding employment. He is teaching biology and science to public school children at Yellbwknife. "I've been treated most kindly here, and love the north and its he says. "True, there aren't the outlets here for my nuclear research. But, much of my work is done simply with paper and pencil, and I've been able to do some up hers."
