CAREERS UNITED NATIONS (AP) They're called peacekeeping troops, so why don't the United Nations forces on Cyprus stop the fighting? The most obvious reason is that the blue-helmeted UN army from eight countries is heavily outnumbered and out- gunned The UN force has been doubled since the Cyprus crisis erupted a month ago, but it still numbers only 4.400 men, including 948 Canadians. An estimated Turkish soldiers have landed on the Mediterranean Island, and there are Greek- Cypriots in the Cyprus National Guard The UN troops' basic weapon is the rifle, and they have some machine- guns The Turkish in- vaders have planes, tanks, artillery and ships There are other practical and legal obstacles to UN peacekeeping and peacemaking Secretary-General Kurt Waldheim stresses that a basic condition for UN peacekeeping is acceptance of it by all sides in a conflict UN forces have been accepted by Egypt. Israel and Syria in the Middle East, he points out. But on Cyprus, with ceasefire lines not yet firm, many Canadians on patrol A Canadian patrol serving with the United michael and Cpl. UN positions are being challenged by the Turkish army. Peacekeeping experts say the UN flag and troops provide an effective deterrent against flareups of local fighting once ceasefire lines are drawn. But if one command or the other is determined to seize territory, the UN position becomes unte- nable. The UN force was set up on Cyprus a decade ago, not as a buffer between national armies but to curb fighting between the Greek-Cypriots and the Turkish-Cypriots Cypnots of Turkish origin, outnumbered 4 to 1 by the Greeks, were living in about 75 towns and villages across the island. The July 30 agreement that Greece, Turkey and Britain signed in Geneva gave UN forces the additional task of setting up buffer zones around the territory occupied by the Turkish invasion forces. Waldheim says this required specific authorization from the Security Council. The fighting erupted before this was arranged and before ceasefire lines could be fixed.
