There have been three pro- posals involving post-season play. Each would add two teams in each of the four divi- sions so that eight clubs, in- stead of the present four, would participate in the playoffs. The first proposal would in- clude the second-place team in each division, with that team playing the winner in the other division in a best-of-five series The winners of those series then would meet in another three-of-five series for the league championship. The second format would follow the lead of the National Basketball Association, with teams with the highest winn- ing percentages, regardless of standings, joining the division winners in the playoffs. Again, the winners would play each other in a three-of-five series for the league title PROPOSE 3 DIVISIONS The third suggestion would split the present division of six teams in each division into three divisions of four teams in each league. Then, following the setup of the National Football League, the winners of each division would compete in a playoff series along with the second place team with the highest winning percentage. The winners would advance to a three-of-five series for the league championship. Passage would require a vote ot nine of the 12 club owners in each league. If one league votes for it and the other rejects it, commissioner Bowie Kuhn then would be called upon to cast the deciding vote. Sources told the Associated Press that chances tor passage by the leagues was slim. The White Sox-Brewers situation involves Chicago's desire to switch from the American League West to the East, replacing Milwaukee. Chicago general manager Rollie Hemmond said he is seeking the change for three reasons' "Because of better television and radio exposure on prime time; the geographical factor, because Chicago is further east than Milwaukee, and because the Sox are a charter member of the league and have greater natural rivalries with clubs such as New York, Detroit and Cleveland, all members of the East Division." A vote of seven of the 12 American Lague owners would be required for passage. Coast group going ahead VANCOUVER (CP) The Vancouver-Garibaldi Olympic committee voted Tuesday night to go ahead with their bid to stage the 1980 Winter Olympics in the West Coast city, despite a decision by the British Columbia government not to back the bid. The government last week refused to lend its support, citing high costs, possible en- vironmental damage and windfall profits for private developers Committee members dis- puted the government's statements, suggesting that it was using outmoded and erroneous figures. The committee voted unani- mously to pursue the original bid and asked the media for support and for a write-in en- dorsement from the public. The government had no im- mediate comment on the deci- sion-to keep the bid alive.
