Lethbridge Herald, The (Newspaper) - April 24, 1974, Lethbridge, Alberta WvdiiMday, April 24, W4-THI IETHMIDQI Hf BALD-41 Tough drunk-driving laws fail HELSINKI (Rc-uter) Booze, a major killer on high- ways in many modern na- tions, is especially trouble- some in Finland and not even stiff jail terms can deter hard- drinking Finns The latest traffic report published in Helsinki said al- cohol is involved in 47 per cent of fatal road accidents, a six- per-cent rise in the last year And the increase has taken place in a country that prob- ably has the toughest drunk- driving laws in the world. Finnish authorities, despite jail terms for anyone tound guilty of driving under the in- fluence, have been forced to concede that they have failed to reduce drunks on the roads. A Finnish motorist takes to the highway knowing that, technically, if he has the slightest trace of alcohol while he is at the wheel he faces a jail sentence of three to six months There is no tradition of "one for the road" in Finland, where the fight against "de- mon drink" led to prohibition in the 1920 and where' pa- ternalistic government control of liquor sales and distribution continues JAILS PACKED But lawmakers are starting to consider softening the pen- alties for drunken mainly because there are 'simply too many people wait- ing their turn to go to jail for alcohol-vehicle offences The latest report, complied by official boards of inquiry that study all traffic acci- dents, makes no appeal for liberalization as a cure Instead it calls for in- creased usual form is a huge police trap at the bet- ter information for the public The battle to end drunken wheel-drunks as they are called in often taken to lengths verging on the ridiculous People have been jailed for the intent to drive when found in a drunken state on the back seats of their cars. Last year a man was jailed for pushing his bicycle home from a bar after having too much to drink Police still considered him to be in charge of a vehicle while under the influence Technically a Finn can be sentenced for leading a horse or even wheeling a wheelbar- row if his blotxT count shows too much alcohol. But the consolation that most Finns find in their tough laws is that they apply to every citizen with equal severity One of the latest cases to draw publicity was a member of Parliament who, flagged down by a police patrol, drove off rather than stop to face a drunken driving charge Montanan fights cancer Timothy Nunley, 19, is finally getting cancer treatments from the U.S. Navy, which said disciplinary action was taken because doctors failed to diagnose it sooner Timothy proudly sits astride his new motorcycle, a gift from his parents, Mr and Mrs. Robert Nunley. The family moved to Jacksonville, Fla., about a year ago from Libby, Mont. Mrs. Nunley said a doctor told her Timothy would be dead by now, but special treatment has improved his condition Sears Swiss-made Digitals!
