All of this may be and probably is an incorrect interpreta-lion of the government's attitude, but nonetheless, a pervasive impression has been created, and it will not be removed by soothing words. Nor. was the atmosphere cleared when recently the Deputy Finance Minister, the chief architect of tax reform in Canada, expressed the view that money transferred from the private sector1 to the government was put to more beneficial use for the country as a whole than would be the case if it wen eft in the hands of business. This latter assertion is really what the White Paper controversy is, or should be, all about. The indications art that whilt upper .bracket earners might wittingly accept, for instance, i tun capital gains tax in exchange for a top tax rate of 5f per cent, proposed in the Paper, the fact is they simply don't believe it. They are convinced that things may -begin that but before long the fax rates will again climb to' just under 90 per cent, and they'll still face the full capital gains tax, plus estate tax, and, as well, the tax on corpor- -ation profits, through the mandatory dividend rules, at these rather high fates. There art several other situations equally disturbing to those to this school of thought. The fact is that all governments have exhausted the willingness of taxpayers to take their assurances on faith and credit.. That's why taxpayers most affected- resist change: all change, even when it's for the good. The situation can and should be corrected.
