Lethbridge Herald, The (Newspaper) - April 20, 1974, Lethbridge, Alberta Saturday, April 20, 1974 THE LETHBRlDGt U.S. softens attitude towards Cuba UNITED NATIONS (CP) The United States, appears to be inching slowly in the direction ot patching up Us differences with Cuba The first indication of possible detente came in January when the Cuban ambassador to Mexico called a news conference and, in a conciliatory statement, said Cuba was willing to begin talks with the US on re-establishing diplomatic relations as soon as Washington lifted lib economic blockade of the Caribbean republic Washington's response was a cautious stale department comment that the department was studying the possibility of U S Cuban talks, presumably in the light of the ambassador s statement Nothing more was heard Now, two new developments point to a possible softening in the U S attitude towards Cuba One is a Washington announcement, after five months of indecision, that the state department has approved export licences to permit three big U S auto-makers to send cars and trucks to Cuba from their Argentine subsidiaries This is a reversal of the U S ban on sales to Cuba by American companies and their foreign subsidiaries and is considered une of the most significant circumventions oi the omburgo imposed 10 yeais ago The other development, again in Washington, was a proposal by lour Latin American countries at a meeting of hemisphere foreign ministers that Cuba be invited to attend when the ministers meet again in Buenos Aires next March The bigmlicant point is that the U S expressed no great ob jettion to the suggestion, saying merely that other countries involved should be polled first Later, a state department oiticidl said there was no change in U S policy towards Cuba which has been excluded from the Organization of American States (OAS) since 1962 The state department dlso had a ready explanation for its decision to permit tin- sale of cars and trucks to Cuba The decision was taken, it said, in the interest of good relations with Argentina and following Argentine threats to nationalize the American subsidiaries if they did not abide by Argentine export law and sell to Cuba CANADIAN CASE The Argentine development recalled the case of MLW- Worthington Ltd the Montreal subsidiary of Studebaker- Worthmgton, a U S corporation, which signed a contract in March to bell million worth of locomotives and pai ts to Cuba The Canadian subsidiary asked the U S to issue an ex- port licence and, when Washington took no action decided to proceed with the sale anyway The trade embargo against Cuba was imposed by the 25 country OAS in 1962, at the insistence of the U S after Fidel Castro s Communist government took over Mexico never has adhered to the embargo and in recent years six other OAS countries have lifted it Cuba long has insisted that Washington must lift its em- bargo before any talks can begin on re-establishing diplo malic relations Washington, for its part, has ciled two major barriers to hostility of the Cuban government towards the U S and Cuba s commitment to a 'revolutionary policy" throughout the Western Hemisphere In Ottawa, a spokesman for the external affairs department said it has been told the contract to sell the locomotives has been signed and the department understands the locomotives are to be delivered As far as we are concerned, that problem has resolved it self the spokesman said Did statement false OTTAWA (CP) Former prime minister John Diefenbaker s statement that sell Israel a nuclear reactor loi fear of annoying Arab states is lalse an external Canada possiblv refused to allairsotlicial said today GLENWOOLF Farm Auction Sale 9 Miles West of Del Bonita Tuesday, April a.m. LUNCH SERVED Having received instructions from Mr. Glen Wool!
