Lethbridge Herald, The (Newspaper) - April 14, 1973, Lethbridge, Alberta Saturday, April 14, 1973 THE LETHBRIDGE HERMD 17 Continental countries beginning to support troop withdrawals LONDON (CP) North American proponents of total United States troop withdrawal from Europe may yet find their strongest supporters amon? the continental countries them- selves, which up to now have vigorously opposed such a pol- icy. There are tentative in- dications that the countries of Western Europe are beginning a fairly drastic re-evaluation of the gains and losses from the North American military ennce. There are also suggestions that the nine countries of the enlarged European Economic Community (EEC) are quietly studying the possibility cf a joint nuclear defence policy completely divorced from the NATO alliance. British sources are reticent about these developments but they do confirm that such con- siderations are under review. They also emphasize that these must IK understood in the broader context of a general transformation in North Ameri- can-European relations. But there is a growing body of opinion in Europe which be- lieves a major U.S. reduction in its troops on the Conti- nent, or even total withdrawal, might have a therapeutic effect 'on the EEC countries. This held among members of West Ger- many's governing Social Demo- cratic Party, holds that the shock of such a move might be enough to put an end to Eu- roepan bickering and pave the way for greater military and political co-operation. West Germany has confirmed published reports that it has prepared detailed defence plans to be put into operation if the Americans leave and they ex- press seme confidence that these would be adequate. The British, too, make little secret of their desire to pro- mote closer nuclear co-oper- ation with France and while they contend that this does not necessitate a weakening of NATO ties, France has made clear that it will have no part of the military aspects of the al- liance. At a recent Amsterdam con- feience of leading Americans and Europeans, there were only a few diehards who expressed a serious belief that the Russians have any conceivable reason for sending their armies into West- ern Europe. Apart from the American presence, it would be ludicrous for the Soviet Union to try to occupy highly-developed hostile countries which they could not hope to exploit profitably, many observers are coming to be- lieve. The official U.S. policy lias been to do everything short of considering unilateral with- drawal. Americans now have linked the complex issues of trade liberalization with futuie defence expenditures, arguing that tJu tuo must be worked out together. The Europeans are openly disgruntled by this.
