High-priced oil may be held OTTAWA (CP) Govern- ment experts already are looking to next winter, wondering about international oil supplies and what Canada can do to protect itself. Sources said this week that much of the Romanian heating oil, purchased at high cost late last year, may be held for use next winter when experts say Canada might have a cold winter. One source said it is quite conceivable, although it is npt part of government planning at the moment, that the 99Vz- cents-a-gallon Romanian oil can be sold off to an energy- short country next winter. Supply and Services minister Jean-Pierre Goyer has been criticized strongly by the opposition in the Commons for purchasing the live million gallons of Romanian oil at such a high price. The minister, acting after a cabinet decision to purchase heating oil at almost any price, bought 26 million gallons.
