Messmer's ploy to rally the coalition parties behind a single candidate himself lasted only seven rather farcical hours Wednesday When neither Jacques Chaban-Delmas. a former prime minister, nor Finance Minister Valery Giscard d'Estaing agreed to step aside. Messmer withdrew, along with another coalition candidate. Edgar Faure. To many French political observers it was folly to even hope that Chaban-Delmas and Giscard d'Estaing would pull out. For years a variety of polls have indicated the two were the only truly formidable coalition contenders for the office. Nevertheless, the guessing is that the "Pompidoulians" felt compelled at least to make the effort to impose on the Gaullists and their allies a single candidate of the majority. Pompidou having left no "political will" naming a favored successor. The result of the week-long bickering may have given political advantage to Mitterrand. It was Mitterrand. 57, who in 1965 contested the presidential election as a candidate of the left and not only forced President de Gaulle into a demeaning second ballot but won almost 45 per cent of the vote. The overwhelming defeat of in the 1969 presidential which Mitterrand retrained from candidacy- made him the obvious choice to rally the left this time. Mitterrand is known to be convinced that the left may never win in France unless the Socialists and their allies made common cause with the Communists. The trick has been to get close enough to the Communists to ensure their co-operation without getting so chummy that opponents might charge that Mitterrand is opening the door to eventual Communist power. So far, in the eyes of many observers, Mitterrand appears to have hit an impressive balance. To this end. Georges Marchais, secretary-general of the Communist party, has issued a statement asserting complete accord with Mitter- rand on campaign policy. Alberta man appointed OTTAWA (GP) An Alberta economist has been appointed to the federal restrictive trade practices commission, Consumer and Corporate Affairs Minister Herb Gray announced here. Frank Roseman, 39, of Edmonton, is a professor of economics at the University of Alberta and a former consultant with the Economic Council ot Canada between 1969 and 1969. The commission assesses evidence and conducts hearings on cases involving combines and other restrictive practices. Cost-of-living hikes new trend By ELMO C1PRIETTI THE CANADIAN PRESS Canadian workers suffered a net decline in buying power in 1973 due to inflation, but some have recently won cost- of-living increases from employers. With inflation continuing at about 10 per cent annually, many unions have sought to renegotiate multi-year contracts that provide annual wage increases of about five or six per cent. 'Spokesmen for organized labor welcomed the news last week when Steel Co. of Canada Ltd., Hamilton, unilaterally announced that by Aug. 1. its IS.ooo production workers ir. Ontario and Quebec will be receiving about 30 cents more an hour to help them meet rising prices of goods and services. Shortly afterwards, similar cost-of-living increases were announced by Dominion Foundries and Steel Ltd.. Hamilton, Algoma Steel Corp.. Sault Ste. Marie. Ont.. and Westinghouse Canada Ltd., Hamilton. ASKED IN SURVEY Employers, unions, industry and government officials across the country were asked about cost-of-living pay increases in a Cross-Canada Survey by The Canadian Press. In Moncton. N.B., J. W. Stewart. Atlantic regional manager of the Canadian Manufacturers Association CMA, said many firms in the Atlantic provinces "feel that if you destroy the concept of a contract, then it opens everything up." But in Ottawa, Donald MacDonald. president of the Canadian Labor Congress CLC, said cost-of-living pay increases are needed because of "the terrific impact of prices on our people." Federal Labor Minister John Munro said the Stelco increase might hasten a trend by other employers, and provincial labor ministers generally favored the idea of cost-of-living increases. But Ontario's Labor Minister Fernand Guindon refused to take a stand on the matter because cost-of-living is the key issue in several strikes and contract disputes, the minister's executive assistant said. In Vancouver, William Hamilton, president of the Employers' Council of British Columbia, said many basic industries have to know far in advance what labor costs will be. and cost-of-living clauses interfere with price structures for many products. IN ALBERTA In Alberta, workers oi the Alberta Liquor Control Board went on strike last week to back demands for renegotiation of their contract that expires in April. 1975, but the provincial Supreme Court Wednesday ruled the walkout illegal. Bill Broad, president of the Civil Service Association of Alberta, said the employees would comply with the court order and return to work. But he called their contract "intolerable" because it provides a second-year increase of six-per-cent while prices have been climbing at more than 10-per-cent In Edmonton. C R Compston. an official of the Canadian Manufacturers' Association confirmed cost- of-living increases are being granted in the province. "Yes it's happening." he said.
