report Statistics Canada The report savs three drivers aged 16 to 19 died in traffic accidents during the first three months of 1971 It savs 23 people in that age group died during the following three months after the legal drinking age was reduced to 18 In the first three months of 1971 11 per cent of the total number of drivers who died in traffic accidents were teenagers but the figure rose to 25 per cent after the drinking age was reduced Kunoff signals flooding EDMONTON (CP) Runoff which could lead to flooding in Alberta should begin in large quantities near the end of this week if high Landlord, tenant bill introduced VICTORIA (CP) The British Columbia government introduced landlord and tenant legislation Monday which includes provision for a so called rentalman to control rent increases and arbitrate landlord tenant disputes The Landlord and Tenant Act states that the provincial cabinet may, upon the recommendation of the rentalsman, prescribe allowable rent increases for different types of residential premises in the province If a landlord imposes a rent higher than the allowable rate, and a tenant or an organized group of tenants objects the landlord will have to justify the rent increase to the rentalsman Until the legislation becomes law and the rentalsman has been appointed the regulations in another piece of legislation will be in effect placing an eight per cent ceiling on rent increases this year retoractive to Jan 1 Attorney General Alex MacDonald told a news conference he hoped the landlord and tenant legislation would be in effect earlier than the six to eight month deadline he had set last month LIMITS INCREASES The bill states that no landlord shall increase the rent during the first yeai of occupancy by a tenant and after that only once
