The Soviet Union now has ap- proximately tanks in its 16 armored and 15 mechanized infantry divisions in central Europe. The total tank strength of the Warsaw Pact forces in that area and nothern Europe is estimated at tanks or three times that of' the North Atlantic Treaty Organization forces in Europe. The Soviet reinforcement, which was said to be primarily in new T-62 main battle tanks, was reported completed in time to be used as a counter in ne- gotiations on mutual and bal- anced force reductions in Vien- na. Atlantic alliance sources said that a reduction in the So- viet advantage in armor is a prime object of the west in the talks. BUILD-UP CONDEMNED The sources in the North At- lantic Treaty Organization con- demned the Russian build-up as pointing out that the Warsaw Pact forces, before this reinforcement, already had far more tanks than could be considered necessary for the defense of eastern Europe. There are reports in NATO circles in Europe that the So- viet Union is moving two in- fantry divisions from the U-S. S.R. to central Europe. This reinforcement, which could not be confirmed in the defense department, would raise the number of Soviet divisions in the are to 33, the highest figure in eight years. The So- viet delegation at Vienna thus would begin substantive nego- tiations on force reductions from a higher force level than that of Jan. 31 when procedural talks began. Representatives of the Unit- ed States, representing NATO, and the Soviet Union, speaking for the Warsaw Pact, have been discussing what are called pro- cedural issues since that date. Highly placed sources, how- ever, insisted that the partici- pation of Hungarian the ne- gotiations must be considered a point of substance rather than procedure.
