Ottawa, Apr. 5.-Strict regulations for tha auppreaalon of rioting have been adopted by the government. The order In counoll to give them effect was read by the premier in the house this afternoon. It reoltes, in the first place, the Opposition in Quebec to enforcement of the Military Service Aot And Intimates that the civil authorities made no request for military assistance. It affirms tha legality of the military Intervention which actually took place, and, for the future, author-lies tn* offloer commanding a military district to intervene with troop* under his command, and to "use such force aa he. may determine to bo reasonably neoeasary to quell and suppress rioting, insurrection or civil disturbance and to restore the peaoe whether or. hot any requisition be made on � order given to such officer or' milt- ; tary authority by any civil maple- -.' trato or civil authority." > The order In council gives tc the military authority extraordinary powers in case of riot, making military law supreme in any area affected by riots, and insurrections and vesting in the military court all powers of field court martial in dealing with persons arrested during riots in connection therewith. Such persons may be detained by the military authorities, "notwithstanding the habeas corpus act." Liable to Service The order in council aiso specifically provides that any male person arrested for and found guilty of participation in such insurrection will bo. liable at once to military service If ordered to perform such service, "whether or not he be within any class of'persons whleh has been , called out for service byany proclamation," attjl such person forfeits his right to exemption on any grounds.
