La. A a new Battle is brewing in the Long standing War Between the state civil service commission and the legislature Over salaries for state troopers. The commission has taken the first step toward kicking the troopers along with wildlife and fisheries agents out of the civil service system. The commission apparently disgruntled is questioning whether the officers should remain in civil service now that their salaries Are set by the legislature rather than by civil service which sets the salaries for All other classified employees. A few years ago the legislature voted Money to give troopers a raise Only to have the proposed increase blocked by civil service a subsequent court Challenge brought against the civil service commission by the legislature reaffirmed the commissions right to set the salary Levels for All civil service employees. The next skirmish came during the constitutional co convention of 1973 when state police backed by organized labor pushed through a provision in the new document granting the legislature specific authority to supplement the civil service pay plans for troopers and wildlife and fisheries agents. With that constitutional i authority clearly established the legislature voted last summer to pay troopers and wildlife agents $200-a-month More than the salary set by civil service. Senate seat Shreveport. La. 1ap1-Virginia Shehee finds out today whether Shell hang on to the 23 votes that could make her the first woman elected to the Louisiana Senate in 40 years. She led c. Ray Carter monday after clerks checked their election figures but machines will be opened today for the official count. The race for the Caddo Webster Senate seat was one of the closest and most interesting still lingering from saturdays balloting if mrs. Shehee keeps her slim margin she will become the Only woman and one of la newcomers in the 39-member state Senate. Carter would become one of several incumbents who were turned out. The unofficial count gave mrs. Shehee 1.820 to Carter s 1,797. That was four votes different from the Way the unofficial totals were figured saturday night. Clerks in Caddo said they located four More votes for mrs. Shehee during the Day. Both candidates said they would have Campaign workers watching to be sure the count is accurate today. Unofficial totals gave Bruce Lynn a Republican from Gilliam a 39-vote Edge Over Powell Layton the executive director of the Caddo teachers association. The figures Lynn 2,894. Layton 2,855. Lynn would be the third Republican in the Caddo House delegation another woman was involved in a close Senate race. Rep Louise Johnson of Bernice said she May contest her apparent 1.600-vote loss to Charles Barham of Ruston a former senator Barham had 16,958 mrs.
