Siege follows the firefight CAPHAITIEN Haiti AP In the first deadly confrontation between troops and Haitians Marines killed eight armed men outside a police station Saturday night in a clash during the Marines evening patrol Police arrest 4 seize drugs in cocaine found By TRISHA TURNER Tribune staff writer A call to Kokomo police from employees of a south Kokomo motel Friday led to the second largest seizure of cocaine by the Kokomo Police Department in reont a news release said Four Milwaukee men were arrested on charges of dealing in cocaine and possession of mari juana in the incident which occurred at a motel whose name police are not releasing Arrested were Terry T Johnson 26 Tracy Rainer 30 Robert Lee Gaillard 20 and Michael Antho ny Jeanes 20 Police Lt Brian Thompson said the cocainedealing charges they face is a felony but it was unclear Saturday whether the marijuana count was charged as a felony or as a misdemeanor Among the items seized in the 7 bust were an estimated worth of crack and pow der cocaine According to the police news release Employees called officers when they smelled an odor believed to be that of marijuana coming from a motel room Kokomo police officer Kevin Scott and drugdetection dog Dino passed the room in question The dog indicated it detected the odor of an illegal drug coming from there The door of that room was slammed in Scotts face when he knocked Officers then heard movement from inside the motel room and the sound of a toilet flushing Police entered the room finding a substance believed to be mari juana scattered on the floor and on a desk and in the bathroom near the toilet and sink Also found was approximately 90 grams of a substance believed to be crack cocaine and about 50 grams of a substance suspected to be powder cocaine Tests conducted on the sub stances indicated the presence of cocaine The suspected marijuana was wet and its weight could not immediately be determined A loaded 44caliber semiauto matic pistol and in cash was also discovered by police Para phernalia located indicated to police the rooms occupants mteruied to distribute the drugs Thompson said police are not releasing the location of the drug bust on the request of the motels employees They asked if we would give them that one cour he said Those answering the teleefeeaee of several motels on Kokomos south side told the Kokomo Tri bune Saturday they knew of no drugrelated incidents that had occurred at their businesses Fri day night The sharp quick firefight in this city on Haitis northern coast was followed by a long siege outside the station as the Marines tried to coax out of the station two men believed to be policemen who were wounded in the shooting It wasnt clear whether the eight men killed were police Many civilian attaches work along side Haitian police which are part of the army A Marine a Haitian who serves as an interpreter was wounded in the leg The injury was not considered serious Lt Col Steve Hartley the battal ion commander who arrived on the scene minutes after the fire fight said the platoon from Echo Company on patrol had stopped across the street from the station When armed men came out of the station words were was gun exchanged and there Hartley said Cpl Mike Arnett a member of the platoon said armed men came out of the police station and opened fire Four guys came out from the front desk saw us and got spooked and lit up their he said And we returned Eight Haitians were killed in all Their bodies remained on the street late Saturday night and were seen by an Associated Press reporter Meanwhile in CapHaitien after the firefight Marine interpreters and Haitian policemen in the sta tion shouted back and forth in the darkness The Marines were try ing to get the two wounded men to surrender Tell them they must come out Tell them thats the only way they are going to a Marine officer shouted in the darkness They wont come out and Im not going to go in and try to get them in the Hartley radioed back to headquarters After tense moments five other men came out of the station leav ing the two wounded men inside The five were ordered to lie down and were searched by cautious Marines who removed the prison ers shoes The Principal as School Manager Administrator helps others Former Haworth High School Principal Harry McCool left is honored in a recent book coauthored by another former KokomoCenter Schools administrator James K Walter Tribune photo by Tim Bath By TRISHA TURNER Tribune staff writer Six years ago James K Walter left KokomoCenter Schools fol lowing a cloud of controversy that included accusations of poor money management Last week he returned to town promoting his new book one that includes tips on how to avoid such a predicament School administrators are not taught how to handle situations like the Kokomo native said They try to do the right thing but dont know what to do My book says This is wrong this is wrong this is wrong and watch out for these Walter 46 began his Kokomo Center career as a middle school teacher in 1970 He became a high school teacher then assis tant principal at the elementary middle and high school levels Since 1993 the Kokomo High School graduate has been super intendent of DudleyCharlton Regional School District in Massachusetts During his three day stay in Kokomo last week Walter visited Indiana Universi ty Kokomo where he is a former adjunct faculty member and Ball State University in Muncie The 172page book his first is titled The Principal as School Manager and is coauthored by William Sharp associate dean of the Southern Illinois University at Carbondale School of Educa tion and former schools superin tendent in Westfield The focus of the book is the responsibility of school princi pals to be not only curriculum director but to be supervisor of all activities on the school grounds including custodial and fiscal tasks Walter dedicated his work to Harry McCool retired Kokomo Center administrator and Haworth High School principal from 1968 to its closing in 1984 McCool is honored by Walter not only for being his mentor but for providing guidance when the author could have used some of the advice he now gives Harry saw me through some very tough Walter said Without his counsel Im not so sure I would have survived with my mind The tough times involved Walters being targeted by a local grand jury and reprimand ed by school officials for poor record keeping of his use of a cash bag at Kokomo High Schools two campuses from 1984 to 1986 At the time he was assistant principal for student activities Although he was found inno cent of all charges except stu he said in a recent letter to KokomoCenter Superinten dent Roger W Thornton the experience taught him a lesson he hopes now to share with other school administrators In 1989 he coauthored a booklet on fiscal management in an attempt to heal the wounds left from nis experiences This was my way of coming to grips with it and of hoping no one else walks blindly into that situa he said When it comes down to the nittygritty of how to spend money most principals are very he said But this is one area where schools of edu cation administration have fall en down and we dont have enough inservice training to deal with problems A good principal has to have good fiscal stewardship or may end reading the passage last week Its probably the epitome of compliments You enter into our business hoping to touch as many lives as possible in some way but to have a book dedicated to you Walter who left KokomoCen ter Schools in 1988 is now super intendent at DudleyCharlton Regional School District in Mass achusetts McCool 67 retired from KokomoCenter in 1991 after 41 years at the corporation He was Haworths only princi pal serving mere from 1968 until it closed in 1984 Walter was McCools administrative intern from 1983 to 1984 When I began to work for Harry as administrative Walter said he saw in me an ability I didnt know I had mat was being an administra The old friends visited the Kokomo Tribune while Walter was in his hometown promoting the book last week They said they continue to call each other by telephone despite being sepa rated by more than miles When you talk about class and being a class act bringing class to the principalship thats Walter said If you look up class in
