assembling huge force KUWAIT AP Russian diplo mats seeking to prevent a military confrontation between Iraq and the West flew to Baghdad today while the United States Britain and the Persian Gulf states declared a common front against Saddam Hussein The United States and its allies meanwhile were considering a proposal to declare tanks and other heavy armor offlimits in southern Iraq to stop Saddam from threatening Kuwait The Russians arrived in Bagh dad seeking to defuse tension mat persists despite Iraqs withdrawal of troops from the Kuwaiti border Foreign Minister Andrei Kozyrev was due to join them Thursday elevating Moscows diplomatic effort to calm fears of an Iraqi invasion of Kuwait The West is skeptical about the Iraqi troop pullback and the Unit ed States is continuing to assem ble its biggest military force since the 1991 Gulf War that ended Iraqs occupation of Kuwait Secretary of State Warren Christopher met in Kuwait today with the foreign ministers of Britain Kuwait Saudi Arabia Qatar the United Arab Emirates Bahrain and Oman to discuss the Iraqi moves We have to make sure that the threat Saddam Hussein has mounted is removed and then we have to see how it can be prevent ed in the Douglas Hurd the British foreign minister said as he arrived for the meeting But afterward Christopher said no decisions on action were made Instead the ministers issued a joint statement saying Saddam was threatening Kuwaits security in clear violation of resolu tions and must be turned back We are united on what the goals should Christopher said We are exploring the tech Oops Campaign accusation false ByJEFFPARROTT Tribune staff writer The 5th District congressional race took atistagly turn Tuesday as Republican incumbent Steve Buyer accused his opponent Howard County Sheriff John D Beatty of possibly directing an offduty deputy to stake out his uptown Kokomo campaign head quarters with a camera But a search of Indiana Bureau of Motor Vehicle records from a license plate number of the pho tographer supplied by the Buyer campaign came back registered to a couple who were working on a university class project The vehicle identified by a Buyer campaign worker is registered to Mark and Susan Ashburn Koko mo Tuesday Mark Ash burn explained he was helping his wife work on a nursing class project for Indiana University Kokomo The project was called a windshield survey and involved taking pictures of churches community buildings government buildings campaign offices and signs Ashburn said he is a registered Democrat who votes but was absolutely not involved in any ones political campaign I have never met or spoken with he saia Shortly before photographing Buyers office Ashburn said he also pho tographed Beattys office Buyer was in a press conference this morning and did not return a telephone call requesting an explanation for his accusation Tuesday Buyer said Field Direc tor Scott Linn noticed an unmarked brown late 1980s model Chevrolet van parked at Sycamore and Buckeye streets From it a man with dark hair was taking pictures of the office with a lens that was long and big on the Related atoiy Will they debate the issues Linn said When he finally noticed I was in the window he kind of ducked and drove Linn said He and Buyer said the S in the license plate number usually indicates sheriffs vehicles in most counties But S license plates arent spe cific to sheriff department veni cles according to the Kokomo license branch Anyone can get an S license plate or may be assigned such a plate when it is purchased each year Beatty unequivocally denied any knowledge of a photo surveillance I think the congress man has went Beatty said I really believe hes trying to divert the issue from what we have called for which is release of his telephone records and his personnel time Buyer downplayed the potential for damage done to his reelection bid by the revelation last week that campaignrelated faxes have been sent from the congressmans legislative office to his campaign headquarters a violation of House ethics Buyer has indicated his chief of staff Kelly Craven made a mistake and has been rep rimanded He has reimbursed the Treasury for about Buyer said that story instead reflects poorly on Beatty because the faxes must have been obtained by rummaging through the cam paign office garbage The faxed at 300 East50 North By KEVIN MARONEY Tribune assistant local area editor Retired Kokomo police officer Dick DeWitt was among many who helped pull two women from a burning car involved in a collision Tuesday afternoon One woman in that vehicle was killed and five others were hos pitalized after the colli sion at Howard County roads 50 North and 300 East The burning car which was in a cornfield in eastern Howard County caught fire after it was hit broadside by another car As the fire burned DeWitt climbed on the trunk of the burn ing car and helped pull the woman through the back win dow which had been broken I dont know who the others were but everyone was trying their best to get her out of the DeWitt said We were afraid the car was going to explode That fire was moving fast with that gasoline it was getting real The woman DeWitt helped remove from the burning car was Ida Graber 64 Peru 5 She was killed in the collision according to Sgt Richard A Fer guson of the Howard County Sheriff Department Graber was a passenger in a car driven by Joan Bontrager 39 200 N Road 300 East Authorities said Bontrager was pulled from the burning car Hours after the wreck Tuesday Bontrager was transported via Lifeline helicopter to Methodist Hospital in Indianapolis She was in critical condition this morning Also seriously injured in the collision was the driver of the Howard Community Hospital paramedic Vern Hucks attends to a trapped passenger other vehicle Daniel Hester 17 1021 Cornell Road Ferguson said Hester was pinned in his vehi cle and workers used extrication equipment to help free him from the wreckage He was flown to Methodist Hospital and was in surgery today at a hos pital spokeswoman said In addition three passengers in Hesters vehicle were injured and were taken to Howard Commu nity Hospital Thomas Halter 18 1809 N McCann St in critical but sta ble condition Christy Miller 16 1807 N McCann St fair condition William Robinson 19 Russi aville fair condition According to police reports Hesters vehicle was westbound on County Road 50 East Police said Hester disregarded a stop sign and struck the car driven by Bontrager who had the right of way on County Road 300 East Traffic on 300 East does not stop at 50 North The impact was on the passen ger side where the woman was killed police said Force from the collision pro pelled both vehicles into a corn field Passersby who stopped and others tore down corn stalks to keep the fire from spreading to the other vehicle Greentown and Kokomo fire departments responded to the scene Police warn Be careful The intersection in eastern Howard County where a Peru woman was killed Tuesday has been the site of other collisions Howard County Sheriff Deputy Lt Napoleon Leal said it is not a particularly bad inter section and is not blocked by anything People just need to be more he said Just hours before Ida Graber 64 was killed in a collision at county roads 50 North and 300 East another wreck had occurred At a vehicle driven by Marta L Lauben stein 29 Windfall was stopped on 50 North looking for traffic on 300 East which does not stop according to Set Richard A Ferguson of me Howard County Sheriff Department Laubenstein apparently pulled out in front of a vehicle driven by Thomas P Higgins 37 Muncie Ferguson said Higgins was transported to Howard Community Hospital and treated and released On Aug 25 seven family members were injured in a truckvan accident at the same intersection Leal said the sher iff department will continue an investigation and look into whether more patrols will be assigned to the intersection The road has become a major thoroughfare for county resi dents who are trying to avoid the Markland Avenue and 31 construction project It this keeps up itll be a fourway Ferguson said Delphi police dont need an oracle DELPHI Ind AP A Delphi woman has learned the hard way that reaching out and touching someone by cordless telephone might also touch the police Angie Reeds chat on the telephone with a friend May 4 was overheard by a Delphi police officer equipped with a police scanner Based on what the scan ner picked up from the phone conversation he charged her with possession of marijuana and pos session of paraphernalia Reed who said she had never before been arrested was dis mayed She was even more surprised when she later learned police had been party to intimate details of her life she had discussed on the phone 1 was she said Reed said she was using a stan dard wired telephone and didnt know her friend was using a cord less portable
